This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service
This position is part of the Missile Defense Agency, Missile Defense Career Development Program (MDCDP).
Duties
This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated October 15, 2021.
As a Contract Specialist at the NH-1102-2 some of your typical work assignments may include:
This is a developmental position. The incumbent works under close supervision and works in a developmental capacity performing assignments and completing training, both of which are aimed at preparing the incumbent to gain the knowledge and skills necessary to perform progressively more challenging assignments independently.
Review and scrutinize defense contractor cost/price proposals for defensive weapon systems and services. Develop the Government's negotiation position and negotiation strategy. Present recommendations to leadership, obtain approval to negotiate, and work with counterparts in industry to reach a fair and reasonable cost/price.
Conduct acquisition planning and, in coordination with the technical program office, determine the contract strategy to be used in the acquisition of a specific program element.

Qualifications
You may qualify at the NH-02 broadband level , if you fulfill the following qualifications:
One year of specialized experience equivalent to the NH-02/GS-05 grade level in the Federal service as listed below:
Experience communicating both orally and in writing
Experience working in a team environment, including cross-collaboration among peers
Experience with Microsoft Office Suite

A. I have one year of specialized experience equivalent to at least the GS-5 grade level in the federal service (experience may have been gained in the private sector) which has given me the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must include experience performing recurring assignments exposing the applicant to the knowledge and application of fundamental acquisition program management principles, policies, regulations, laws, etc., to resolve moderately difficult, well precedented problems. Experience in applying analytical and evaluation skills to assess project requirements and determine potential acquisition solutions. Experience in establishing effective work and customer relationships.

B. I possess one academic year (18 semester hours) of graduate level education.

C. I meet the requirements for Superior Academic Achievement based on (1) class standing, (2) grade-point average, or (3) honor society membership as described in OPM qualification standards.

D. I possess a combination of education and experience as described in letters A & B.
NOTE: Students are eligible to apply for this position 6 months prior to graduation.

Substitution of education may not be used in lieu of specialized experience for this grade level.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
