This position serves as a planner responsible for various airport and aviation planning activities for the Office of Airports (ARP), Memphis Airports District Office (ADO).

Duties

Performs multiple, varying and complex assignments under the minimal direction of a manager, project/program manager, team leader or more experienced professional. May act as a contributing specialist on large work activities or as a project manager or team leader for large projects/programs/activities. Applies experience and comprehensive knowledge to plan and conduct functional activities for projects/programs. Assignments typically require knowledge and experience working across functional and/or organizational lines. Analyzes and interprets criteria related to all aspects of airport and aviation planning. Reviews, provides technical guidance and accepts airport master and system plans prepared by airport sponsors, State aeronautical agencies, and metropolitan planning agencies. Provides technical guidance for the preparation and coordination of local, metro, and state system airport demand forecasts and Airport Layout Plans. Reviews and approves local airport demand forecasts and Airport Layout Plans. Assists in the development of the ADO/RO Airports Capital Improvement Program (ACIP) and may assist with the administration of the Passenger Facility Charge (PFC) program. Assists environmental specialists in the collection of data and develops documents required for satisfying requirements of National Environmental Policy Act. Reviews airport sustainability programs and other environmental programs. Provides assistance to Airport Sponsors to ensure land use compatibility including consultation in the development of zoning requirements on and off airports. Ensures planning results are in compliance with applicable Grant Assurances. Reviews benefit/cost and life-cycle costs analyses. Reviews and makes recommendation for modification of standards requests to management and/or RO. May forward recommendations to RO for approval. Conducts project justifications and eligibility analyses to ensure projects are ready for grant funding. Provides recommendation for grant funding and programming. Maintains project status using the Office of Airports database system (SOAR). Possesses a complete understanding of grant project management and associated financial reports. Performs project close-out review and prepares recommendations to management for grant financial completion, including eligible final payment or recovery as appropriate. Resolves most problems and work issues without the assistance of a manager, project/program manager, team leader or more experienced professional.

Qualifications

In addition to the basic requirement listed below in the EDUCATION section, To qualify for this position at the FV-I level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-H, FG/GS-12. Experience in airport project or program management, which includes experience in developing airport master plans and airport layout plans. To qualify for this position you must have a degree in community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance or engineering. NOTE: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning or engineering acquired under the supervision and guidance of a community planner or professional engineer. OR Combination of education and experience -- courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.
