Serves as Budget Analyst & directly accountable to CFO. Manages preparation, justification & execution of budget. Facility includes a VA/DOD sharing arrangement, national cemetery, community-based outpatient clinic, VET Center, Veterans State Home & many specially-funded programs, each with its own set of federal mandates, funding & accountability requirements. POC/SME for budget process & fund control point management. Supervises Employee Travel & Payroll Sections.
Duties
Duties include, but are not limited to:
Non-supervisory
Preparing the facility's annual budget plan in a timely and accurate manner by employing a wide scope of analytical devices that include analysis of historical patterns, cost benefit and trend analyses, operating accounts and salary projections, data retrieval from a variety of sources and interviews with program managers and subject-matter experts.
Responsible for the management of fund distribution from approximately six appropriations into approximately 150 Fund Control Points and salary accounts.
Developing and maintaining data-tracking methods that provide a pool of essential information about FCP spending and workload in order to maintain a viable budget; additionally, he/she develops and
maintains computer programs relating to all aspects of personal services costs and FTEE levels.
Serving as facility POC for all budgetary reports required by VACO, VISN offices, public affairs, other private or government organizations and facility top management. Reports may be recurring or non-recurring in nature.
Responsible for conducting cost analyses and making financially responsible recommendations on new and existing contracts and agreements, analyzing cost data received from VACO, VISN, other VA facilities and preparing studies for top management.
Performing all duties and completing assignments in compliance with Federal Appropriation Law and so that facility, VJSN and VACO performance measures and financial indicators are met.
Performing other duties as assigned.
Supervisory
Supervising one employee in Employee Travel, two employees in Payroll, as well as a Budget Intern, which are engaged in a wide variety of administrative activities involving the daily operation of the section.
Responsibility includes development of performance standards, writing position descriptions, evaluating work performance, counseling employees whose work performance is marginal or unsatisfactory and initiating disciplinary actions when necessary.
Initiating recruitment actions, interviewing and recommending selections of new employees, hearing and resolving complaints, determining employee training needs and obtaining resources for employee's continuing education.
Responsible for prioritizing, assigning and evaluating all administrative work within the Budget program, Employee Travel and Payrol.
Resolving employee problems and conflicts
Issuing verbal or written counseling as necessary; screening, interviewing and recommending potential employees; training all new employees and providing refresher/updated training for current employees.
Approving leave requests
Completing performance appraisals and the completion of competency-based orientation checklists for all supervised employees.
Work Schedule: Fulltime, Monday thru Friday 8:00 a.m. to 4:45 p.m.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/24/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: resolving complex problems of predication and forecasting which result from uncertainties or changes in the operating programs and for determining the propriety of systems and methods used by operating officials in developing estimates for funding requirements; preparing annual budget formulation documents in final form and ensuring that all reconciliations are made as to workload data, accuracy, distribution of programs, etc.; providing the customer with consistent information according to established policies and procedures. Handling conflicts and problems in dealing with the customer constructively and appropriately and continually monitoring control point expenditures in relation to planned levels. Preparing reports of analysis, making recommendations for remedial action.

Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
