Job opening: Lead Budget Analyst

Salary: $82 830 - 128 043 per year
Employment Type: Full-time
Serves as Lead Budget Analyst in the Budget Division of the Administration Department, compiling, reviewing, recording, reporting, processing and tracking budgetary transactions for the commitment, obligation, and expenditure of agency funds; and serves as the Division's records liaison to the agency's Records Management Office for the proper identification, maintenance, and disposition of federal budget records.

Duties

Monitors and reviews budgetary transactions for correctness and to assure funds are effectively used in accordance with applicable laws and regulations. Collects and analyzes past and current cost and obligation data and projects this data into future financial requirements. Performs budget administration functions in the execution of annual budgets for the one-year and multi-year Salaries and Expenses (S&E) appropriation. Prepares and submits monthly and quarterly budget execution reports of appropriated and reimbursable funds and briefs the Budget Officer and the Chief Administrative Officer. Coordinates and assigns work to employees based on priorities jointly established by the incumbent and the supervisor. Reviews the work of team members for technical quality and provides input to the supervisor on employee performance. Formulates and prepares draft and final budgets to external agencies. Participates in agency program planning and evaluation activities. Provides expert technical advice and guidance to program managers in the development of annual operating budgets.

Requirements

Qualifications

Qualifications must be met by 10/19/2023 Minimum Qualification Requirement - To qualify for this position, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Statement of Difference: At the lower grade (GG-12) the employee works under close supervision and works in a developmental capacity performing assignments and completing training, which are aimed in preparing the incumbent to gain the knowledge and skills necessary to perform the duties of the full performance grade level. The incumbent receives progressively more responsible assignments as experience and training are received. Specialized Experience GG-13: In addition to the requirements listed above, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GG/GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Examples of Specialized experience include: Monitors and reviews budgetary transactions for correctness and to assure funds are effectively used in accordance with applicable laws and regulations; correlating and analyzing large amounts of narrative and statistical material applied in making appropriate recommendations for action concerning budget estimates, obligations, allotments, costs, and limitations; composing spreadsheets and analyzing data in Microsoft Excel and using functions, formulas, and macros; determining the impact of changes in costs on levels of program effort for current and future-year budgets; overseeing and leading budget processes, procedures, and activities to ensure the timeliness and efficiency of budget formulation and execution functions; generating reports through a fiscal management system and analyzing various budget requirements; communicating, writing, and preparing complex reports, narratives, justifications, presentations, and other correspondence; coordinates and assigns work to employees based on priorities jointly established by the incumbent and the supervisor; reviews the work of team members for technical quality and provides input to the supervisor on employee performance; formulation of the agency's labor and non-labor budget requirements, preparation of budget presentations, and the development of budget justifications; and provides technical advice and guidance to program managers i8n the development of annual operating budgets. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12). Special Factor(s). The following factors are agency unique for the Delegated Examining Office (DEO) to use in its evaluation. A selective placement factor (SPF) is a specific qualification an applicant must possess to successfully perform in a position. A quality ranking factor (QRF) is a specific qualification an applicant may possess that would enhance performance in a position. --Quality Ranking Factor: Knowledge of and in experience in preparing and completing the monthly Report on Budget Execution and Budgetary Resources (SF-133). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this Lead Budget Analysis, GG-0560-12/13 position, you must meet the specialized experience qualification requirement using experience alone--no substitution of education for experience is permitted. Part-Time or Unpaid Experience: Credit will be given for unpaid work on the same basis as for paid experience. Part-time experience will be credited on the basis of time actually spent in appropriate activities. To receive credit for such experience you must indicate clearly the nature of the duties and responsibilities in each position held and the number of hours per week spent in such employment. Time in Grade (TIG): Current and former Federal employees must have a minimum of 52 weeks at the next lower grade level to be eligible under Merit Promotion procedures. An SF-50 must be provided that verifies eligibility as stated in the Area of Consideration section.
