This position is located in the Department of Education (ED), Federal Student Aid (FSA), Directorate of Management Services (MS), Human Capital Group (HCG). The HCG provides leadership and direction in the formulation and implementation of policies, programs, and systems to promote efficient and effective federal workforce management and provides operational support for the lifecycle of employment for employees of the Department of Education.

Specialized Experience for the GS-14One year of experience equivalent to the GS-13 performing the following duties or work assignments:1. Experience applying and consulting on, advanced HR concepts, principles, practices, laws, and regulations in the functional areas of recruitment and placement and personnel and payroll processing.2. Experience analyzing complex HR operational issues and recommending and implementing solutions to alleviate the problems.3. Experience leading, training and/or guiding others on the use of automated Federal HR recruitment, payroll and personnel systems, applications, and tools.Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). Knowledge of HR concepts, principles, and practices related to identifying, attracting, and selecting individuals and placing them into positions to address changing organizational needs.2. Knowledge of hiring, classification, benefits, labor relations, negotiation, and Federal, state, and local employment regulations.4. Knowledge of the principles, methods, and tools of quality assurance and quality control used to ensure a product fulfills functional requirements and standards.5. Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.
