Duties
NH II
This is the entry or developmental stage, preparing employees for the full and independent performance of their work. Specific, clear, and detailed instructions and supervision are given upon entry; recurring assignments are carried out independently. Conducts successive activities with objectives and priorities identified by supervisor or team leader; assistance given on new or unusual projects or situations. Finished work is reviewed to ensure accuracy and technical soundness.
NH III
This is the advanced developmental/target career level of this career path. Employee plans and carries out assignments independently; conceives and defines solutions to highly complex problems; analyzes, interprets, and reports findings of project; and guides technical work of team members in comparable junior grades. Completed work and reports are reviewed for feasibility, compatibility with other work or effectiveness in meeting requirements or expected results.

- PCS authorized for NH III only.
- Position will be developmental to the target grade of NH III. Upon completion of appropriate training and time in grade requirement, incumbent may be noncompetitively promoted to the next grade.
Qualifications
In order to qualify, you must meet the basic requirements defined in 10 United States Code (USC).This standard implements requirements contained in Title 10, United States Code, Sections 1723 through 1733, as amended by Section 861(b) of the National Defense Authorization Act for Fiscal Year 2020 (Public Law 116-92) and implemented on a policy exception basis by Under Secretary of Defense for Acquisition and Sustainment memorandum, Exception to 24 Semester Hours Requirement for Contracting Positions, effective and dated August 2, 2020.
BASIC REQUIREMENT: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: You must submit copies of your transcripts.
NOTE: The following three exemption to the basic education requirements above apply to DoD civilian employees or Service members who:
1. Served as a contracting officer with authority to award or administer in excess of the Simplified Acquisition Threshold (SAT) on or before 30 September 2000;
OR
2. Served, on or before 30 September 2000, in a position as either an employee in the GS-1102 series or as a member of the Armed Forces in a similar occupation specialty;
OR
3. Are an enlisted member of the Contingency Contracting Force (CCF). This exemption only applies to CCF members in their current or future CCF positions. The Bachelor's degree exemption does not apply to current CCF members seeking New Hire employment within DoD as a 1102.
AND:
Your resume must also demonstrate at least one year of generalized experience at or equivalent to the GS-04 grade level or NH-I pay band in the federal service or equivalent experience in the private or public sector to qualify for NH-II. For NH-III your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or NH-II pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: advises and guides customers, peers and contractors throughout the acquisition lifecycle by developing acquisition packages which comply with policies and regulations to ensure solicitations and contracts are compliant with all regulatory procedures in support of effective award and management of customer requirements. Plans and develops over-arching acquisition strategies serving as the Contracting Officer/Lead Negotiator by establishing milestones, coordinating with leadership, performing all phases of the contract lifecycle for relatively non-complex, low-dollar, long-term contracts, negotiating modifications, and analyzing price and/or cost factors which achieve the best value to the Government and taxpayers. Represents 21 CONS to a variety of functional organizations. Provides guidance and training on new regulatory requirements, policy changes, and lessons learned, as well as recommends solutions to unsolved problems. Researches and determines/recommends appropriate actions and performs follow-up to guarantee 100% solutions. Serves as a Contracting Officer with a $4,999,999 warrant.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1.Knowledge of processes and procedures related to program management and strategic planning activities needed to execute projects and/or studies within established financial and time constraints.
2. Ability to encourage new ideas and innovations; manage human, financial and information resources strategically and build coalitions to achieve common goals.
3. Skill in working with customers to assess needs, provide assistance, resolve problems, and satisfy expectations
4. Ability to persuade others to accept recommendations, work toward an agreement, and negotiate mutually acceptable solutions.
5. Ability to develop and maintain effective relationships and to communicate effectively, both orally and in writing.
6. Ability to organize work, set priorities, and determine resource requirements; determine goals and strategies to achieve them; coordinate with other organizations; monitor progress, and evaluate outcomes.
7. Ability to identify problems and use sound judgment and decisions to generate and evaluate alternatives and make recommendations.
