This position serves as the Chief of the Community and Public Relations Office at the Southeast Louisiana Veterans Health Care System (SLVHCS) functions at the expert level for Public Affairs, Medical Media for the health care system, which serves Veterans in 23 parishes of Louisiana, in addition to the Mississippi Gulf Coast and the Florida panhandle.
Duties
As a Supervisory Public Affairs Specialist, you will:
Serve as the senior public affairs officer/communications manager for the Southeast Louisiana Veterans Health Care System.
The incumbent applies solid public relations, graphics, photography and videography, and health administration skills to ensure that resources are used effectively and efficiently to market and promote VA's high-quality care that exceeds community and national standards and industry best practices.
Provides oversight and management for public affairs, and medical media within the health care system, including budget and fiscal management, human resources management, strategic planning and program management and evaluation, assuring that they are integrated to provide optimum usage of resources.
Actively participates at the senior management level within the health care system in overall planning and management activities related to communications.
Manages, coordinates and leads a complex and diverse program, which encompasses activities synthesizing Veterans Affairs consumer affairs, Public Affairs, Medical Media, congressional and media relations.
The incumbent has significant interaction with community partners at the local, state, and federal level as SLVHCS undergoes activation activities involving developing of marketing and recruitment plans.
Facilitates communication with external and internal stakeholders and monitors the critical elements of the office's performance.
Responsible for creating a public and community relations program that promotes a positive image, elevates public opinion, provides informative and timely external and internal communications mediums, and strives to foster stakeholder and patient satisfaction and positive employee morale.
Responsible for creating, designing and distributing publications, to include the annual report, monthly employee newsletter, quarterly patient newsletter and stakeholder newsletter, weekly employee bulletin, all health care system printed and visual products and any special publications.
During times of emergency, the incumbent serves on the Incident Command Team and is part of the Emergency Operations Center.
Writes or supervises the writing of all speeches.
Develops, coordinates and facilitates public relations campaigns and communications strategies that promote patient care programs, education opportunities, special services, etc. for the benefit of various audiences, including patients, caregivers, providers, employees, etc.
Responsible for preparing or directing the preparation of all news releases, media advisories, public service announcements and feature articles about the health care system.
Responsible for the development and maintenance of interactive Internet and intranet websites, as well as social media sites and electronic digital bulletin boards at all sites of care, to facilitate employee and customer communications using the best technology.
Work Schedule: Monday - Friday, 8:00am - 4:30pm (Subject to change based on the needs of the Agency)

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/26/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Supervise, assign, and reallocate work for assigned personnel, conducted studies to gather information, analyze facts and develop recommendations to improve the management, administration, and supervision procedures; create public and community relations programs, provided informative and timely external and internal communications mediums to facility leadership; respond to congressional inquiries and veteran service organizations; and interact with community partners at the local, state, and federal level.

Physical Requirements: This position may require that the incumbent travel a moderate amount of time. The incumbent may transport video and photography equipment and may carry standard photographic and video recording equipment to various locations.
