The Chief of the Community and Public Relations Office at the Southeast Louisiana Veterans Health Care System (SLVHCS) functions at the expert level for Public Affairs, Medical Media for the health care system, which serves Veterans in 23 parishes of Louisiana, in addition to the Mississippi Gulf Coast and the Florida panhandle.
Duties

The incumbent applies solid public relations, graphics, photography and videography, and health administration skills to ensure that resources are used effectively and efficiently to market and promote VA's high-quality care that exceeds community and national standards and industry best practices.
The incumbent facilitates communication with external and internal stakeholders and monitors the critical elements of the office's performance. As various programs are developed, introduced and/or administered, he/she plans, initiates, and implements comprehensive campaigns to enhance the understanding of the health care system's programs among the general public and specialized groups and organizations. The incumbent ensures information is accurate, concise and consistent throughout the health care system.
The incumbent provides program direction and guidance to subordinate staff, effectively delegating authority and responsibility needed to carry out assigned tasks. He/she exercises appropriate controls to evaluate effectiveness of work output in meeting goals and objectives and uses a variety of methods and techniques in achieving communication goals.
The incumbent coordinates the Joint Advisory Council, which consists of congressional representatives, as well as Veteran service organizations. The incumbent routinely deals with clinical, administrative and allied health care officials regarding a variety of health care and Veteran issues. The incumbent is responsible for the development, coordination, implementation and maintenance of the public information and community relations programs that are designed to promote understanding, confidence and goodwill between the medical center, surrounding communities, individuals, volunteers and groups who are interested in and affected by the VA.
Work Schedule: Monday - Friday (8:00ma - 4:30pm)

This occupational series is eligible for the Student Loan Repayment Program (SLRP). Repayment is limited to $10,000 annually, up to $60,000 in lifetime awards. Participants must sign a service agreement and maintain an acceptable level of performance to remain eligible for this program.
Qualifications
SPECIALIZED EXPERIENCE: One (1) year of specialized experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to the next lower grade level in the Federal service. Specialized experience includes
Plans and accomplishes a complete public affairs program for the organization.
Meets with local and fraternal organizations. Required to excel in of communication principles, methods, practices, and techniques; analytical methods; and interpersonal relations practices.
Exercises great authority in independently planning, designing, and carrying out the public affairs program, and frequent visits to groups and organizations throughout the region representing the Director in marketing the Agency, Clinic and Regional Center Services, solicits funds, provides information, and solicits volunteer workers for the Agency.
The Primary point of contact for the planning and organization sponsored events and protocol.
Have personal contacts to clarify agency activities or policies to specialized groups, the general population, and representatives of the news media.
Advises and makes recommendations to management regarding handling of media and community issues or concerns that have possible implications on the agency.
Respond in writing and/or orally to various entities to engage questions about or criticisms of the facility's activities or policies and explaining the center's point of view.

Physical Requirements: Physical Demands Level 8-1 5 Points This position may require that the incumbent travel a moderate amount of time. The incumbent may transport video and photography equipment and may carry standard photographic and video recording equipment to various locations.
