This position is in the Office of Intelligence, Security, and Emergency Response (S-60), Office of the Secretary (OST). S-60 manages and coordinates the Department of Transportation's (DOT) preparedness, prevention, response, and recovery efforts to natural disasters or manmade events/incidents. The Transportation Operations Center (TOC) manages the collection, analysis, preparation, and dissemination of crisis response information.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements.To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include: Experience managing and coordinating organizational preparedness, prevention, response and recovery operations for a large municipality or private industry organization. This experience should include preparing reports reflecting status, trend, deficiencies, as well as other strategic matters requiring in-depth study or corrective action. Experienced in providing verbal and written briefings to senior executive leadership on complex topics related to emergencies, threats, disasters, and other emerging situations that may require answering ad-hoc questions comprehensively. Experience managing and or supervising a team of individuals in a diverse, fast-paced operational environment, including experience working in a Continuity of Operations facility. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Writes in a clear, concise, organized, and convincing manner for the intended audience. Managing Human Resources - Plans, distributes, coordinates, and monitors work assignments of others; evaluates work performance and provides feedback to others on their performance; ensures that staff are appropriately selected, utilized, and developed, and that they are treated in a fair and equitable manner. Planning and Evaluating - Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes. Problem Solving - Identifies and analyzes problems; weighs relevance and accuracy of information; generates and evaluates alternative solutions; makes recommendations.
