Duties
The Office of Housing provides vital public services through its nationally administered programs. It oversees the Federal Housing Administration (FHA), the largest mortgage insurer in the world, and regulates important parts of the housing industry. The Office of Housing is committed to building and preserving healthy neighborhoods and communities through homeownership, rental housing and healthcare opportunities.
The Office of Multifamily Housing is responsible for the overall management, development, direction and administration of HUD's Multifamily Housing Programs. HUD's Multifamily programs provide mortgage insurance to HUD-approved lenders to facilitate the construction, substantial rehabilitation, purchase and refinancing of multifamily housing projects. MFH is widely responsible for production, asset management and portfolio oversight, and recapitalization of assisted properties, and field operations. As part of the National Housing Act of 1934, Congress created the Federal Housing Administration (FHA) which later became a part of the Department of Housing and Urban Development's (HUD) Office of Housing in 1965.
As a Senior Account Executive, you will:
- Understand and evaluate new developments in the market place that could have a potential impact on the business and search for opportunities to enhance business practices
to adapt to market changes.
- Provide recommendations to management on adjusting the business strategy to adapt to changing market conditions.
- Ensure that all policies and procedures are properly observed, all transactions are conducted with authorized personnel, all records and contracts are complete and up to date,
and all customer position limits risk
tolerances are observed.
- Provide guidance, training and leadership to less experienced members of the team
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
For the GS-13, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position is defined as:
- Managing and servicing a portfolio of moderate and high-risk multifamily properties and resolving issues by utilizing applicable guidance; AND
- Communicating statutes, regulations, and procedures governing multifamily housing to stakeholders, internal staff, owners and management agents on both routine and non-routine, complex multifamily housing properties.
Examples of such experience may include:
- Developing and implementing a successful plan to resolve failing physical conditions at a multifamily property; OR
- Using financial data to analyze and correct property trends and performance issues regarding multifamily properties by working with the owner to develop a collaborative plan to address noted issues; OR
- Using principles and practices of business administration, including organization, program management; statistical and research methods to determine root cause and develop a corrective action plan to address the issues; OR
- Engagement with residents, owners and management agents of the multifamily property to address high profile issues as well as general issues with the multifamily property, neighborhood or HUD policies.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13 you must have been at the GS-12 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
