The primary purpose of this position is to serve as Personnel Security specialist for the Command's Security Office, and to provide broad expertise in other industrial security functions to work closely and collaboratively with functional leads for those functions, as the Command's complex security issues regularly require cross-functional expertise.

Duties
- Leads and manages continuing implementation of the personnel security program to assure the Command consistently achieves federal, DoD, and Service-level standards, as well as the Command's own objectives for the program.
- Provides a high degree of functional expertise to define personnel security strategies and plans, and to integrate them with other major elements of the Command's security program.
- Leads the team's continuing assessment and refinement of guidance and business processes to assure the Command is pursuing the personnel security function and achieving its objectives as efficiently and effectively as possible to support its mission and operations.

- The employee must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counter intelligence scope polygraph exam.

Qualifications
This is a GG-13 position in the Cyber Excepted Service (CES). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of a wide range of concepts, principles, and practices relevant to security programs, as demonstrated by ability to select from among, explain, and apply federal regulations and directives governing provision of comprehensive security management services for classified programs and operations. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of and ability to select from among, explain, and apply federal regulations and DoD directives governing provision of comprehensive security management services for classified programs and operations.
2. Knowledge of and skill in adapting personnel security concepts and facilitating technologies and tools to the particular requirements of customers.
3. Skill in using federal, DoD, and other agency security information systems and tools to research, obtain, input, cross-check, and verify information pertinent to security management functions.
4. Skill in applying project planning and management concepts, methods, and tools to plan, manage, and execute security program initiatives requiring the collaboration of various teams and extended effort.
5. Ability to establish and maintain collaborative working relationships with managers and working-level team members, and other security management personnel.
6. Ability to communicate orally and in writing, using tact and diplomacy to obtain and verify information key to making recommendations and decisions on security management issues.
CONDITIONS OF EMPLOYMENT CONTINUED:
This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Therefore, the incumbent is required to: (a) refrain from the use of illegal drugs, and (b) if requested, submit to urinalysis testing. The incumbent may be selected for random drug testing and may be subject to reasonable suspicion testing and safety mishap or accident testing.
The incumbent must complete training requirements defined in DoD and USAF standards for this role, including the following : (1) Complete 40 hours of security-related training; (2) Complete the Defense Information System for Security (DISS) training program; (3) Sign up for and make progress to completing the Center for Development of Security Excellence (CDSE) online Security Professionals prerequisite courses; (4) Attempt to take and successfully complete the CDSE instructor-led Security Professionals course; and (5) Sign up for and begin the CDSE Security Fundamentals Professional Certification (SFPC) Certification program.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
