As aSenior Advisor, you will: You will: -Analyze the effectiveness of the FHA lending and insurance programs in supporting the development and preservation of affordable housing using tax credits, and propose implementation and/or modification of policies, regulations, requirements, and procedures to better coordinate the FHA programs with the finance needs and finance structures of tax credit developments. -Propose reforms and enhancements to the existing FHA insurance programs including to the Multifamily Accelerated Processing (MAP) application processes, loan underwriting criteria, real estate and borrower credit standards, and programs and underwriting and credit standards for both affordable and market rate properties. -Develop criteria for and recommend implementation of new FHA lending and insurance programs to finance affordable housing and other important HUD priorities such as transit-oriented development and energy efficiencies. -Analyze the utilization and effectiveness of the Housing Finance Agency, Qualifying Participating Entity, and Federal Financing Bank risk sharing programs and propose methods to improve the programs so they will better support the development and preservation of affordable housing. -Represent the DAS and FHA programs with national, state, and local constituencies in the affordable housing industry, including with private and public lenders, for-profit and non-profit borrowers, residents, tax credit equity investors, industry associations, governmental agencies and other key groups participating in affordable housing development and preservation, as requested by the DAS. As necessary, represent the DAS in special meetings, conferences, or negotiations both within and outside the Department.

Qualifications

You must meet the following requirements by the closing date of this announcement. Specialized experience is one year of experience at the GS-14 level, or equivalent that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes: - Analyzing the effectiveness of the affordable housing lending, grant and insurance programs for development and preservation of affordable housing; AND - Working with internal and external stakeholders on policy matters associated with affordable housing finance, development, underwriting, application processing, loan origination, and the interdependencies with asset management and counterparty risk oversight; AND - Serving as a principal expert regarding the legislative, regulatory, procedural, budgetary, and long-range strategic planning related to multifamily housing development and preservation, including affordable housing. Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
