This position is located at the Tomah Wisconsin VA Medical Center and is organizationally aligned under the Pharmacy Service Line. The primary purpose of this position is to direct and perform all administrative functions including oversight of several management programs including human resources management, budget and finance management, program and management analysis, office support services, document control, logistics, and also serves as a key member of the Pharmacy Management team.
Duties

This position independently manages the operational functions of the entire Pharmacy Service and is responsible for personnel management, coordination of surveys and reports, budget oversight, workload reports, performance improvement activities, procurement/contracting, data compilation/analysis, flow and timeliness of work, and adherence to VHA manuals, Medical Center policies (MCPs), and departmental standard operating procedures (SOPs) to facilitate the professional staff in their accomplishment of the VHA patient care mission.
Duties include but may not be limited to:
Maintains responsibility for developing and implementing all administrative procedures within the Pharmacy Service.
Ensures compliance with national and VA requirements including, but not limited to, the Office of the Inspector General (OIG), The Joint Commission (TJC), Drug Enforcement Agency (DEA) requirements, American Society of Health System Pharmacists (ASHP) Residency Accreditation, and visits by Veteran Service Organizations.
Directs administrative support services to ensure that inquiries, correspondence, and actions for the area of responsibility are addressed appropriately.
Assists supervisors and staff in projecting staffing needs, writing position descriptions and/or functional statements, developing job analyses, preparing performance plans and appraisals/competencies, processing training requests, and drafting disciplinary and adverse actions.
Assists the Chief of Pharmacy to ensure employees are compliant with established policies and programs and calls attention to any problems that require Human Resource office intervention or correction.
Coordinates submission of performance reviews and proficiency reports as well as maintaining appropriate personnel files per facility/agency policy.
Represents the Chief of Pharmacy Service on appropriate Medical Center committees on a permanent or interim basis.
Reviews recommendations made by Performance/Quality & Value and ensures quality assurance services and works in collaboration with pharmacy support leadership to operationalize quality assurance initiatives.
Serves as a liaison with Fiscal Service regarding Pharmacy fund control points and fund allocation and works closely with Pharmacy Procurement and the Budget Coordinator in analysis, management and forecasting of Pharmacy budgetary needs and funds utilization.
Prepares budget package for submission to the fiscal service, monitors balances and recommends programming of funds as needed, conducts review of financial data and resolution of discrepancies.
Assists with tracking spending with quarterly data reports, initiated contracts, $35 million each fiscal year.
Prepares procurement requests, evaluates proposals for work, and maintains procurement and contracting records.
Prepares and/or reviews purchase orders for supplies and services necessary to the effective functioning of the service.
Performs other duties as assigned.
Work Schedule: Monday - Friday, 8:00am - 4:30pm

To qualify for this position, applicant(s) must meet one of the following:
SPECIALIZED EXPERIENCE: Requires one (1) year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-09) in the normal line of progression for the occupation in the organization. Examples of qualifying experience includes utilizing computer systems such as Microsoft Office to create, store and retrieve electronic documents and files; creating and compiling reports; utilizing knowledge of Human Resources and Budget activities to perform a variety of duties to manage the day-to-day operations of a department/facility; and participating in improvement processes. SUBSTITUTION OF EDUCATION FOR EXPERIENCE (TRANSCRIPT REQUIRED): Successful completion of a Ph.D. or equivalent doctoral degree; or successful completion of 3 full years of progressively higher-level graduate education leading to such a degree; or an LL.M., if related to this Program Specialist position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.

COMBINATION OF EDUCATION AND EXPERIENCE (TRANSCRIPT REQUIRED): Requires equivalent combinations of experience and graduate education as described above to fully meet the requirements of this position. Only graduate education in excess of 2 years is creditable.

Physical Requirements: May require extensive walking per day to meet with the VAMC Executive Leadership, Clinic Leads, Administrative Leads, Service Line Staff, and other clinic personnel. Trips to satellite outpatient clinics are sometimes necessary and will involve transportation via station Government Owned Vehicle (GOV) or Privately Owned Vehicle (POV). The work performed is of a precise nature requiring long periods of concentration that is often interrupted. Employee is often faced with changing priorities and with meeting deadlines.
