About the Position: This position is located in the U.S. Army Corps of Engineers Philadelphia District Office, Engineering & Construction Division, Construction Branch, Quality Management Section located in Philadelphia, PA This is a temporary position not to exceed three years. This is a part-time position not to exceed 32 per week/64 hours per pay period.

Duties

Perform surveillance of construction to assure that the contractor is conducting quality control operations to produce work in conformance with contract plans and specifications. Document observed Quality Assurance (QA) surveillance activities by clearly and accurately writing daily reports of contractor on-site activities to include direction given and actions taken. Participate with engineers in review of project plans and specifications to determine constructability and identify potential areas of conflict. Resolve differences of opinion and recommend changes to design, specifications and schedules as required. Review all aspects of construction projects for technical accuracy. Provide QA support on construction projects during execution by reviewing and recommending approval of progress schedules, performance of compliance inspections and evaluation of construction costs. Resolve the majority of construction issues as they arise during the execution of daily construction activities.

  • Position requires a valid state issued driver’s license.
  • This position has a Temporary Duty (TDY) or business travel requirement of up to 25% of the time.

Specialized Experience is defined as one year of specialized experience which includes: 1) Performing Quality Assurance (QA) surveillance of construction activities on-site to assure that the contractor is conducting quality control operations to produce work in conformance with contract plans and specification; 2) Reviewing all aspects of construction projects for technical accuracy; 3) Evaluating and analyzing complex construction project issues to develop solutions and advise management on courses of action; or 4) Providing QA support on construction projects during execution by reviewing and recommending approval of progress schedules, performances of compliance inspections and evaluation of construction costs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Administration and ManagementBuilding and ConstructionQuality ManagementTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
