This position is located in the Department of Housing and Urban Development, Office of the Chief Administrative Officer.
Duties
As a Telecommunication Manager, you will:
-Develop and implement policies and standards for telecommunications equipment and assure that these policies and standards are uniformly applied in line with existing regulations to ensure telecommunication directives and handbooks are updated or amended accordingly.
-Provide substantial input and advice to senior management on changes, revisions, and corrections to the Telecommunications Program to leverage technology in productivity improvements and the quality of work.
-Plan and conduct management studies and analyses of Departmental telecommunications operations, processes, programs and practices to identify trends and weaknesses.
-Direct all activities involving the purchase of equipment and administration of recurring maintenance and service contracts for all telecommunications systems utilized by HUD Headquarters.
-Develop Departmental budget estimates for all projected needs for telecommunication equipment and services based upon historical data, knowledge of telecommunications requirements and equipment.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-14, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service.
Specialized Experience for this position includes assisting with or leading personnel, projects, project teams or work groups in a telecommunications environment to provide recommendations and guidance to management officials and other telecommunication staff to improve telecommunications systems, policies, procedures, and operational directives.
Examples of such experience may include:
- Serving as a point of contact for an organization for telecommunications infrastructure installations, moves, or changes and coordinate all facets of a facility's telecommunications needs; OR
- Serving in a leadership role to plan, organize, direct, and mentor assigned personnel that includes guiding employees through telecommunication program tasks; OR
- Communicating with senior management personnel on processes, reports, findings, and other applicable telecommunications information; OR
- Providing authoritative interpretations and guidance to management officials and other telecommunications specialists to resolve operational issues involving conflicting telecommunications requirements; OR
- Creating and implementing improvements in telecommunications systems, programs or strategies.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14 you must have been at the GS-13 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
Education
The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the
OPM instructions.
Individual Occupational Requirements
Education
Undergraduate and Graduate Education: Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled.
Other Education: Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis.
OR
Specialized Experience (for positions above GS-5): Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology.
