About the Position: Serves as the principal administrator for the District's outreach initiatives to develop business growth opportunities and build and maintain relationships with other federal, state and local government agencies and public sponsors. This position is located in Detroit, Michigan.
Duties
Attend national, regional, and local conferences and meetings to remain current with, and to promote, the Command-level position and expectations concerning outreach efforts.
Lead the district's efforts in planning and implementing its outreach program.
Participate in developing a strategy to identify prospective customers for outreach efforts.
Assist in determining district customer account managers for standing and ad hoc account teams, based on analysis of core competencies.
Prepare reports and correspondence to higher headquarters regarding program policies, activities, and status.
Serve as a leader for change management and institutionalization of continuous improvement as the way of doing Corps business.
Establish and maintain a communications network with counterparts, teams, committees, and account managers.

Specialized Experience: One year of specialized experience which includes develop and implement a strategic outreach program; develop business growth opportunities; assist potential customers that may obtain access to Corps services and products within the district, the Division, or in other Corps regions; analyze core competencies and business operations for improvements and/or mission expansion opportunities; establishes media plans which includes the development of brochures, video production, advertising and articles for publication in trade magazines. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
