You will serve as a Program Analyst in the IMMEDIATE OFC OF CHIEF OF NVL OPS.
Duties
You will serve as the Naval Operational Architecture (NOA) Networks Requirements Officer (RO) on the staff of the Director, Digital Warfare Office, OPNAV N9DW
You will serve as a senior representative and a recognized authority in the analysis and evaluation of NOA network requirements in support of enabling afloat Distributed Maritime Operations (DMO).
You will serve as OPNAV N9DW expert in developing multi-tactical data link interfaces.
You will identify tactical data link requirements needed to meet operational objectives.
You will assess existing data link architectures and identify shortfalls, line of sight and beyond line of sight.
You will develop multi-level, multi-domain network architectures or roadmaps to the specificity and technical rigor needed to support Program Objective Memorandum (POM) deliberations.
You will serve as the naval staff officer within a mission-oriented resource sponsorship to link between using commands, systems/developing commands and OPNAV/SECNAV.
You will review, analyze and evaluate various plans, studies, trends, reports, planning and policy directive to assess and determine the warfighting impact requirements have on Navy missions.
You will provide key expertise through the Budget development phase in N9DW and the Navy PPBE review, ensuring that the assigned program is fully understood.
You will prepare narrative and data-driven justifications and presentations to support acquisition budget estimates and execution analysis.

Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector. I have expert knowledge in developing multi-tactical data link interfaces. Specialized Experience may include 1) Developing tactical data link requirements needed to meet operational objectives; 2) Assessing existing tactical data link architectures and identifying shortfalls (Line of Sight and Beyond Line of Sight) that will impact operational objectives; 3) Developing multi-level, multi-domain network architectures or roadmaps to the specificity and technical rigor needed to support Program Objective Memorandum (POM) deliberations and 4) Effectively communicating (written and verbal) tactical data link requirements with staff from OSD, the Joint Staff, Pacific Fleet, Fleet Forces Command, and other Navy staff representatives.
