You will serve as a MANAGER in the Hydroacoustics Branch (Code 727) of the Acoustic Signature Technology Division (Code 72) of CARDEROCK DIV NS.
This position is part of the Warfare Centers Personnel Demonstration Project. The ND-5 pay band encompasses positions equivalent to GS-14 and GS-15.
Duties
You will serve as Head of the Hydroacoustics Branch (Code 727) of the Acoustic Signature Technology Division (Code 72).
You will manage scientists and engineers in the development of theory leading to modeling and simulation (analytical, computational, and physical scale modeling) techniques to predict hydroacoustic signatures.
You will work with Division 72 SMEs to oversee efforts in hydroacoustics which consider both ship external flow radiated sound, and ship external flow contributions to platform noise.
You will guide high-priority numerical modeling capabilities.
You will work across Division 72 to design and implement signature mitigation technologies in full-scale installations on in-service and future submarines, ships and other craft.
You will oversee development and execution of experiments to evaluate the performance effectiveness of signature mitigation technologies.
You will develop hydroacoustic performance requirements for signature materials and technologies and their full-scale application.
You will interact with Acquisition Program Managers, Design Managers, Technical Warrant Holders, industry, and Navy shipyards to ensure all hydroacoustic requirements are identified and addressed.
You will assist in developing, attaining, and supporting Division 72 goals and initiatives by providing creative solutions to Division problems and substantive responses.
You will hold administrative rights on a Trials/Off-site Testing System, Industrial Controls System, and/or Data Acquisition/Data Analysis System to perform job functions.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications
This is an interdisciplinary position and may be filled by a General Engineer (0801-series), a Mechanical Engineer (0830-series), or an Aerospace Engineer (0861-series) depending upon the qualifications of the candidate. Your resume must demonstrate at least one year of specialized experience at or equivalent to the ND-4 pay band (GS-12/13 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional engineer analyzing ship silencing technologies to develop modeling and simulation techniques to produce acoustic signatures.

Education
Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
