The Human Resources Specialists (Employee Benefits) position is located in the Department of Administrative Services (DAS), Human Resources Office (HRO), Benefits Division (BD). The HRO provides human resource program leadership, services, and solutions to enable the U.S. courts and the AO to define, recruit, manage, compensate, reward, develop, and retain a highly skilled workforce.
Duties
The incumbent of this position will occupy an entry level Human Resources Specialist (Employee Benefits) position. This opportunity offers tailored learning and development activities to include: formal and informal instruction, guidance, and mentoring. The goal of this career development plan is to enable the selected individual to meet the requirement of the full performance level. At the successful conclusion of the development period, the full performance salary range increases to $78,592 to $149,477.
This position will report to the Chief, Benefits Division (BD), Department of Administrative Services (DAS), Human Resources Office (HRO). The HRO is seeking a dynamic team member to join its team and serve as an entry level Human Resources Specialist (Employee Benefits). The BD provides a wide variety of HR services in a fast-paced environment to include retirement counseling and services, federal benefits program management, and human resources advisory assistance.
At the entry level, the incumbent performs professional entry level assignments specifically designed to prepare the incumbent for higher level professional work. The incumbent will participate as a team member working under the direction of the Chief, Benefits Division. As competencies in entry level assignments increase, the incumbent will be assigned progressively more complex work with an appropriate level of supervision.
At the full performance level, the duties of this position include, but are not limited to:
Researching and assisting with counseling/guidance on all benefits and retirement program related issues.
Assisting with benefits and retirement programs for judiciary human resources staff and employees nearing retirement.
Developing benefits and retirement program communication materials.
Developing and delivering benefits and retirement program presentations and training to a variety of audiences using a variety of media including in-person, webcasts, video, and teleconference.
Assisting with providing in-depth counseling to employees nearing retirement, as well as survivors/beneficiaries.
Processing retirement applications and death cases, calculating annuity estimates and prior federal and military service deposits/redeposits, processing individual retirement records, and researching and adjudicating Federal Erroneous Retirement Coverage Corrections Act (FERCCA) cases.
Recommending and assisting management with implementing process improvements, setting work priorities, creating/updating standard operating procedures, and program reconciliations.
Conducting inquiries, updating contact information, initiating reconciliation corrections, and generating reports via OPM's Centralized Enrollment Clearinghouse System (CLER) portal.
Researching and providing guidance on Title V statute, policies, regulations, and guidance regarding federal retirement programs, including the Thrift Savings Plan.
Providing program management and assistance on federal benefits programs to include Federal Employees Health Benefit Program (FEHB), Federal Employees Group Life Insurance Program (FEGLI), Federal Employees
Dental and Vision Insurance Program (FEDVIP), Flexible Spending Program, and federal long-term care program.
Assisting with retirement calculations on systems/software such as Government Retirement & Benefits (GRB) Platform.
Qualifications
Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

Specialized Experience: Applicants must have at least one year of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience researching and assisting with benefits and retirement programs; and processing retirement applications, including annuity estimates, service credit, and death cases.

Education: If you are using your education to qualify for the specialized experience requirement, you must submit a copy of your transcripts or an itemized list of courses (which includes equivalent information from the transcript e.g., course title, semester/quarter hours, and grade), from an accredited college or university, with a major in a field that provided you with the knowledge, skills, and abilities necessary to do the work of this position. This information must show superior academic achievement. Superior academic achievement is defined as a 3.5 GPA in your major or an overall GPA of 2.9. (TRANSCRIPT REQUIRED)
Evaluation of Foreign Education: Evaluation of Foreign Education: Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. Applicants must provide the following in order for foreign education to be acceptable: A copy of the letter containing the results of the equivalency evaluation; the type of education received; the level of education in relation to the U.S. education system, and state that its comparability recommendations follow the general guidelines of the U.S. National Council for the Evaluation of Foreign Educational Credentials; the content of the education program earned abroad and the standard obtained; the status of the awarding foreign school's recognition and legitimacy in its home country's education system; information on what the evaluation service did to obtain this information; and any other information of interest pertaining to the assessment/evaluation of the foreign education. Failure to provide required/sufficient documentation will result in lost consideration.
