The primary purpose of the position is to lead a team responsible for processing a variety actions including simplified acquisitions, GSA schedules, open market, and GWAC procurements of all contract types. The team lead is not supervisory but is responsible for overseeing workload, building healthy working relationships with program offices, providing first level issue spotting and troubleshooting, managing their own workload, & communicating branch priorities to internal/external stakeholders.
Duties
As a Lead Contract Specialist, you will perform the following duties:
Creates acquisition plans, solicitations, and award documents in accordance with Federal Acquisition Regulation (FAR) and NSF policy requirements.
Reviews requisition packages to ensure that statements of work are clear and sufficient supporting documentation has been submitted.
Conducts price and/or cost analysis on competitive and non-competitive proposals and determines price reasonableness.
Conducts post-award administration on awarded contracts. This includes, but is not limited to, issuing modifications, exercising options, terminations, providing technical guidance to contractors and CORs, and contract closeout.
Articulate and communicate to the team the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion.
Coach the team in the selection and application of appropriate problem-solving methods and techniques, provide advice on work methods, practices, and procedures, and assist the team and/or individual members in identifying the parameters of a viable solution.
Prepare reports and maintain records of work accomplishments and administrative information, as required, and coordinate the preparation, presentation, and communication of work-related information to the supervisor.
Represent the team in dealings with the supervisor or manager for the purpose of obtaining resources (e.g., computer hardware and software, use of overtime or compensatory time), and securing needed information or decisions from the supervisor on major work problems and issues that arise.
Qualifications
All applicants must meet the minimum education requirement below:
An Bachelor's or higher degree from an accredited college or university that included or was supplemented by 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. OR You must have held a GS-1102-14 position or above on January 1, 2000.
In addition to the minimum education requirements, you must meet the specialized experience requirement below:
To qualify at the GS-14 level, you must have four years of specialized experience with one of those years equivalent to the GS-13 Level in simplified acquisitions, GSA schedules, open market, and Government-wide Acquisition (GWAC) procurements of all contract types. Examples of this experience includes: developing, preparing, and presenting terms and conditions in bids or proposals related to the award of contracts; negotiating and awarding contracts, contract modifications, and/or subcontracts; legal practice involving participation in negotiating, awarding, or administering contracts; or the analysis of procurement policies and procedures; administering the terms and conditions of contracts.
Experience refers to paid/unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) & other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, & skills & can provide valuable training/experience that translates directly to paid work. You will receive credit for all qualifying experience, including volunteer experience.
Education
Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
