Duties

This position opportunity is located in the DHS Office of Policy (PLCY), Trade and Economic Security (TES), Office of Risk Mitigation and Compliance Monitoring. The incumbent will perform as a Compliance Policy Analyst and support PLCY's monitoring and enforcement activities for emplaced National Security Agreements (NSA) . This is a hybrid position: you will telework up to 60 percent of the time, but need to be located in the National Capital Region as you will be required to come to the St. Elizabeth's campus on an adhoc basis to review classified materials. As a Compliance Policy Analyst in TES, you will have the opportunity to assist in monitoring the compliance of companies with NSAs signed under the Committee on Foreign Investment in the United States (CFIUS), an inter-agency executive branch committee where DHS is a voting member. These CFIUS mitigation agreements provide security controls to address risks presented by foreign acquisitions of U.S. companies, such as risks to supply chain security, advanced or emerging technologies, critical infrastructure, and/or the security of data of U.S. persons. These companies vary in size and represent a range of industries, such as software firms, cybersecurity vendors, and U.S. port operators. Similarly, the NSAs include a diverse array of provisions, such as measures that restrict the governance structure of the companies; restrictions on foreign physical or logical access to the U.S. businesses' facilities, networks, and data; controls on foreign access to technology; cybersecurity controls; requirements for U.S. government audits and inspections, and other measures. In coordination with senior team members, you will assess deliverables provided by companies for completeness, accuracy, and timeliness; engage in periodic meetings with companies to monitor their compliance with their national security obligations; identify non-compliance by the parties and proactively develop solutions to re-mediate that non-compliance; and suggest and implement process improvements. You will coordinate these products and workstreams with key stakeholders including both DHS components such as CISA as well as interagency partners (e.g. Department of Justice, Department of Defense, Department of Treasury, as well as other Federal Departments and Agencies).

Requirements

  • Must be a current permanent Federal employee
  • Must have supervisory approval to apply to the Joint Duty Assignment. DHS 250-2 Application Form under "required documents" section.
  • Must NOT have any pending/outstanding disciplinary actions
  • Must have achieved a minimum of "meet expectations/proficiency" on latest performance appraisal/evaluation
  • Must be currently at the grade level of the detail. *No Temporary Promotion Opportunity*
  • The program does not apply to members of the Military service or contractors.

Qualifications required: Knowledge of DHS mission. Skilled in written and oral communication to prepare reports, to prepare and present findings and recommendations, to develop policies and procedures. Skilled in application of fact-finding and investigative techniques. Skilled in analytical and procedural theories and methodologies. Experience in knowledge management and organizational efficiency. Skilled in organizing effective external outreach programs. Ability to manage multiple projects simultaneously and meet competing deadlines. Ability to communicate with senior leadership.
