The primary purpose of this position is to serve as a Supervisory Medical Administration Specialist (MAS) with management oversight and responsibility for all MAS practice at Hines Ambulatory care and Speciality care. Manages and directs the MAS programs, promoting a positive, efficient, Veteran-focused environment that supports VA mission.

Duties

MAS provides leadership for advancing business practices that support patient care and delivery of health benefits to support the delivery of quality health care by: continually improving and implementing consistent business practices; promoting and enabling the delivery of timely, accurate, accessible health benefits; delivering accurate, responsive and respectful customer service; cultivating a dedicated workforce of highly skilled employees who understand, believe in and take pride in VA's mission; fostering collaborative relationships with partners and stakeholders. Manages and directs the MAS programs in the Ambulatory Care sections, promoting a positive, efficient, Veteran-focused environment that supports VA mission. Interprets laws, regulations, VACO directives, and local policies governing Veteran's health care benefits, providing advisory and technical assistance to medical center staff, top management, patients, and others. Works with the Assistant Chief, MAS and other MAS managers to develop and administer the annual MAS budget. Prepares budget requests, estimates, and narrative justifications for planning purposes. Participates in the analysis and interpretation of workload and other data used in resource planning. Manages the budgetary allocation for all assigned Fund Control Points. Provides for maintenance of data related to budget and expenditure estimates. Provides for the best patient care without exceeding allotted budget. Works in coordination with upper management to provide workload statistics. Advises on fund shortages and recommendations regarding funding or program adjustments and promotes cost consciousness and identifies areas in which savings are possible. Conducts internal review systems to assure that MAS activities comply with VA laws, rules and regulations, Joint Commission, and local policies and procedures. Works with and provides recommendations in support of corrective action plans. The incumbent provides accurate and appropriate guidance and instructions in all aspects of program functions to insure maximum support to the medical center and appropriate treatment of VA patients. The administrative expertise provided by the incumbent affects the day-to-day operations of MAS. The incumbent may be assigned portions of broader studies of the organization or participate in the evaluation of program effectiveness at the operating level. Work may involve developing detailed procedures and guidelines to supplement established administrative regulations or program guidance. The incumbent must establish effective working relationships with outside organizations, including local, state, and other federal agencies. These contacts influence the public image of the facility and agency by the way the incumbent conducts himself/herself. The purpose of the work is to plan and carry out projects to improve the efficiency and productivity of the employees within the Ambulatory sections of MAS. The incumbent is expected to identify, analyze, and make recommendations to resolve conventional problems and situations in workflow, work distribution, staffing, performance appraisals, organizational structure, and/or administration. The incumbent may be assigned portions of broader studies of largely administrative organizations or participate in the evaluation of program effectiveness at the operating level. Work may also involve developing detailed procedures and guidelines to supplement established administrative regulations or program guidance. The incumbent is responsible for analyzing the administrative workflow, to develop and implement operational procedures to ensure proper functioning of all organizational components. Incumbent is also expected to work closely with the clinical leadership at the facility, to support programs and initiatives. Incumbent recommends changes in local policies and procedures. Is responsible for complying with legislation, VHA Directives, and local policies and procedures, relying on personal knowledge to meet this requirement. Other duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/30/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-09: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Working knowledge of applicable public laws, federal and policies and regulations, station directives, legal decisions, and state laws dealing with care and treatment of veterans and beneficiaries; Ability to interpret rules, regulations, policies, and procedures to make sound decisions, using good judgment; Working knowledge of medical and administrative records systems to determine eligibility, register/admit patients, schedule/adjust tours of duty for staffing purposes, and to retrieve information and prepare reports; Working knowledge of safety and fire prevention rules and regulations, of facility and community disaster plans and procedures; Knowledge of medical and technical terminology and the functions of specialty departments and divisions within a medical center; Ability to identify and analyze complex problem or situations with a wide range of variables; Skill in communication and interpersonal relations, including the ability to appropriately and courteously relate internal and external customers. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Successful completion of one (1) full year of graduate level education; or successful completion of a full 4-year course of study leading to a bachelor's degree; or have Superior Academic Achievement (S.A.A) obtained in an accredited college or university. (Transcripts Required). OR, Combination: Applicants may combine education and experience to qualify at this level. Must possess equivalent combinations of education and experience to qualify at this level. Applicants must have a combination of successfully completed graduate level education and specialized experience as described above. (Transcripts Required) GS-11: Experience: Must possess at least one (1) full year of experience equivalent to at least the next lower grade level (GS-09) that equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Examples of specialized experience includes, but are not limited to: Advanced knowledge of applicable public laws, federal and policies and regulations, station directives, legal decisions, and state laws dealing with care and treatment of veterans and beneficiaries; Working knowledge interpreting rules, regulations, policies, and procedures to make sound decisions, using good judgment; Advanced knowledge of medical and administrative records systems to determine eligibility, register/admit patients, schedule/adjust tours of duty for staffing purposes, and to retrieve information and prepare reports; Advanced working knowledge of safety and fire prevention rules and regulations of facility and community disaster plans and procedures; Advanced knowledge of medical and technical terminology and the functions of specialty departments and divisions within a medical center; Working knowledge to identify and analyze complex problem or situations with a wide range of variables; Advanced working knowledge to cope with problems and initiate resolution while working independently and with minimal or no supervision. Physical Requirements: There is a certain mobility factor associated with this position in physically visiting areas for observation or problem-solving on-site locations. Most work is performed in an office setting, mostly sedentary, requiring standing, ambulation and bending. The incumbent must be able to deal with emergency situations and function calmly under stress in both public and private settings.
