Duties
Serves as a first-level supervisor over a staff of HR Specialists and technicians;
Ensures that the organization’s strategic plan, mission, vision and values are integrated into the team’s strategies, goals, work plans, and work products and services.
Directs the work of the team in accordance with established workflow, skill level and/or occupational specialization, making adjustments to ensure timely accomplishment of assigned work tasks.
Provides leadership and training to team and staff, and oversight, guidance and advice regarding federal civilian human resources processing policies, regulations, processes and procedures.
Provides expert advice regarding position design and structure as well as recruitment methods and sources to team members, managers, and supervisors.
Interprets and clarifies Federal civilian HR policies, standards and procedures regarding staffing, classification, position management, employee and labor relations.
Provides comprehensive program oversight and advice regarding position classification and position management to serviced agencies and activities.
Reviews proposed federal civilian reorganization requests and develops concerns and recommendations.
Conducts internal staffing and classification reviews.

Qualifications
To qualify for a Supervisory Human Resources Specialist (Class/Recruitment & Placement), your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Providing recruitment and placement advisory services to managers and supervisors regarding federal civilian human resources policies, regulations, processes, and procedures.
Analyzing and completing Federal civilian recruitment and placement actions.
Utilizing Human Resources Management principles, concepts, regulations, and practices in the areas of recruitment, placement, human resources qualifications standards, and automated personnel programs.
Managing, overseeing, advising and auditing a Federal civilian Classification program and processes.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
