Employee will serve as a Supervisory Public Affairs Specialist - Chief Public Affairs aligned within the Office of the Director located at the Veterans Healthcare Administration in Kansas City, MO.

Duties

Primary purpose of this position is responsible for the oversight of all media, social media, marketing, public announcements, facility-wide communications, official visits, and public/social events held at the medical center. Major duties include, but are not limited to the following:
Serves as manager of an integrated, cross discipline service line comprised of Public Affairs, Medical Media, and Congressional & Stakeholder Relations.
Provides oversight and management for public affairs, medical media services, and duplication services within the health care system, including budget and fiscal management, human resources management, strategic planning and public affairs program management and evaluation, assuring that they are integrated to provide optimum usage of resources.
Participates at the senior management level in the overall planning and management activities related to communication, patient education, congressional and stakeholder relations.
Creates and maintains a public and community relations program that promotes a positive image, elevates public opinion, provides informative and timely external and internal communication mediums, and strives to foster stakeholder and patient satisfaction and positive employee morale.
Creates, designs, and distributes publications and multimedia products, including annual reports, magazines, newsletters, employee bulletins, all health care system printed and visual/video products, graphic designs, photography, and any special publications.
Participates in public speaking engagements, manages a proactive media relations program across multi-media markets.
Responds to media inquiries, develops speeches and public service announcements, coordinates public events, manages overall health care system communication and congressional briefings.
Writes congressional statements and maintains all brochures and printed and visual products and any special publications.
Performs other duties as necessary.

Qualifications
SPECIALIZED EXPERIENCE: Requires one full year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-12) in the normal line of progression for the occupation in the organization. Specialized experience includes: leading the day-to-day activities within a healthcare public affairs program and medical media, including budget/fiscal management, human resources management, strategic planning and program management and evaluation; planning and writing a variety of articles, new releases, and speeches that convey and clarify the medical center's operations and viewpoints; participating in public speaking engagements; and creating, designing, and distributing publications and multimedia products, including annual reports, magazines, newsletters, bulletins, health care system visual/video products, photography, and special publications.

PHYSICAL REQUIREMENTS: Requires walking, standing, bending, and carrying light items (medical/administrative documents) and occasionally assisting with a wheelchair. In some instances, relationships with patients can become intense and place employee in a position of stress. This position demands emotional stability.
