This position is in the Office of the Managing Director (OMD), Human Resource Management (HRM), Payroll and Benefits Service Center (PBSC), Federal Communications Commission (FCC) located in Washington, DC. RELOCATION EXPENSES WILL NOT BE PAID.   THIS VACANCY ANNOUNCEMENT MAY BE USED TO FILL ADDITIONAL POSITIONS WITHIN 90 DAYS.

Qualifications

Applicants must meet eligibility and qualification requirements by the closing date of this announcement.  Current Federal employees asking to be considered under Merit Promotion procedures must meet time-in-grade requirements by the closing date of this announcement.   GS-13 In order to be deemed as qualified candidates must have one year of specialized experience which is equivalent to the GS-12 grade level. Specialized experience is defined as follows: 1. Experience providing technical advice, guidance and assistance to staff/management on federal employee benefits, leave administration (time and attendance), retirement, payroll, personnel record and time keeping systems in accordance with OPM policy and federal laws. 2. Experience preparing and reviewing retirement and benefit applications for accuracy and eligibility.3. Experience conducting briefings and/or trainings on payroll, retirement and benefits to employees and management. 4. Experience interpreting laws, regulations, and policies to resolve difficult and controversial pay administration issues. GS-14 In order to be deemed as qualified candidates must have one year of specialized experience which is equivalent to the GS-13 grade level. Specialized experience is defined as follows:1. Experience managing retirement and employee benefits programs for high profile serviced customers (e.g. political appointees and members of SES) providing expert advice and counseling in federal retirement plans such as FERS/ CSRS, in accordance with laws, regulations, and policies pertaining to retirement, health and life insurance, and TSP. 2. Experience managing special retirement programs to ensure employees meet requirements for special retirement coverage for LEO/ FF/ ATCs, NAFI, FERCCA, USERRA, FEHB, FEGLI, FEDVIP, FLTCIP, FSA, and TSP.3. Experience utilizing Payroll Systems, and Automated Benefit Systems, such as (NFC) or similar systems to process updates to benefits information, resolve benefits and retirement issues, process personnel actions for benefits related transactions, prepare retirement estimates and deposit/ redeposit/ post-56 calculations. 4. Experience developing and communicating policies and procedures related to benefits or pay administration; and providing direction to other staff performing benefits or pay admin/payroll work. PART-TIME OR UNPAID EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
