About the Position: Position is for Procurement Analyst for the US Army Contracting Command (ACC) located in Redstone Arsenal, Alabama.
Duties
Serve as Senior Procurement Analyst responsible for evaluating, integrating, advising, root cause analysis, developing, and recommending contracting policies, procedures, guidance, and control for the Army.
Perform reviews and troubleshoots data extracted from Contract Writing Systems, Federal Procurement Data System Next Generation, Virtual Contracting Enterprise and related modules, Procurement Integrated Enterprise Environment, and related modules.
Assists in developing contracting policy for the Department of Defense concerning all contracting functions.
Analyze policies and procedures to recommend changes, ensure compliance with DoD and Army long-range acquisition initiatives, as they relate to regulatory guidance and electronic business practices.
Responsible for management control of procurement for the acquisition of assigned major systems programs and participating in developing policies and procedures, staff assistance, guidance and operating procedures.
Acts as representative of all aspects of personnel proponent issues dealing with mandatory and enhancement contracting acquisition and contracting writing systems training.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Foundational Certification within 36 months of entrance on duty.
- Must file financial statement.
- Must be able to obtain and maintain a secret security clearance. If the security clearance is denied or revoked, the individual may be denied or removed from the position, accordingly.
- Must sign an Acquisition Corps written tenure agreement to remain in the Federal service in this position for at least 3 years.

Basic Requirement for Procurement Analyst:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution. You must submit a copy of your transcript. Transcript must clearly show the degree was awarded/conferred, the date the degree was earned, and the name of the College/University.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience:
One year of specialized experience which includes: 1) Performing acquisition planning 2) Providing technical guidance relating to various contracting elements and 3) Reviewing operational effectiveness of the procurement process to recommend areas of improvement. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
Education cannot be substituted for experience.
