The Executive Assistant is located within the Department of Veterans Affairs (VA) Veterans Benefits Administration (VBA) Office of Mission Support (OMS). The Executive Assistant is responsible for the coordination of administrative activities and providing technical support to the Executive Director and Deputy Executive Director, and Associate Deputy Director on guidance and instructions regarding objectives, policies, procedures, problem resolution and coordination of administrative activities.

Duties

Manages and directs administrative workflow. Maintains and coordinates the assignment of actions based on the functions of each team. Initiates actions to meet internal and external suspense actions. Tracks progress of such actions and ensures full coordination of replies and organization positions. Ensures program management plans, reports and reviews are developed, coordinated, and distributed in a timely manner and to a quality standard. Independently develops detailed responses, outlines, talking points, briefings, or position papers on behalf of the Deputy Executive Director or other VBA front office regarding organizational issues to ensure VBA's position is in line with Agency and Federal policies. Directly supports the Associate Deputy Director leadership by responding to inquiries and data requests. Serves as OMS's primary point of contact for responding to and/or coordinating responses to OMS wide initiatives, requirements, and request for information. Gathers background material and develops speeches on a wide range of subjects for OMS to present to VA, service organizations and other stakeholders. Develops correspondence on behalf of the Deputy Executive Director and may provide alternate support to the Executive Director that communicate intent on key issues. Develops and maintains briefings and papers that articulate the vision and direction. Provides analysis of and recommendations on vision and strategic guidance on a variety of topics at the direction of the executive or senior leadership. Maintains favorable relations with all other internal and external organizations interested in VBA processes, services, and benefits. Acts for the Deputy Executive Director in meetings and on task forces, working groups, and a wide range of matters other than those requiring specific, senior management engagement. Evaluates short-and long-range planning, recommends and participates in developing strategies for implementing planning for OMS. Participates in the development and documentation of short- and long-range planning efforts. Reviews short- and long-range plans, resource projections, priorities, justifications, etc. Provides guidance and assistance to internal and external stakeholders in matters of management practices and procedures related to personnel administration and management, office program planning, monitoring training effectiveness, and administrative and support services. Prepares and coordinates official travel itineraries and vouchers for the Deputy Executive Director on all travel arrangements. Ensures travel documents and vouchers are accurate, submitted timely within the Financial Support Center travel regulations and guidelines within authorized and approved systems. Provides requested information for auditing purposes. Coordinates day-to-day calendar management and activities with the Deputy Executive Director. Manages the day-to-day operations of the Deputy Executive Director for support and concurrence of the Deputy Executive Director, Executive Director, Associate Deputy Director, and Director of Executive Management Operations in assigned areas and on specified projects. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is GS-14. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:10/25/2023. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", VRA, and/or Schedule A). To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade. For a GS-11 position you must have served 52 weeks at the GS-09 level. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below: GS-11 Grade Level: Specialized Experience: Experience in managing day-to-day calendar and required official travel management activities of a Senior Executive Level and ensure associated executive correspondences and briefs are available for leadership informational review and concurrence. Experience in developing detailed responses, outlines, talking points, briefings, or position papers on behalf of the Director or senior official which has organizational and/or agency impact on stakeholders, internal and/or external customers. Experience in delivering verbal presentations and written briefings to organizational, departmental, Government Agencies, senior military and/or civilian leadership, and Congress, based on external requests for information. Experience formulating new concepts, principles, and methods, and advising top agency management officials on the development and implementation of policy and procedures related to organizational, departmental, or public-sector's mission and goals. Education Substitution: Education may be used to substitute for specialized experience at the GS-11 level. Such education must demonstrate the knowledge, skills and abilities necessary to do the work. GS-11: PhD or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related may be substituted. OR Applicants may also combine education and experience to qualify at the GS-11 level. To calculate, first identify the percentage of required education you have earned. When substituting you can use graduate level education you have earned beyond a Master's Degree. Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-11 levels. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position. Combining Education & Experience: If you do not fully meet the length of experience and education described for a specific grade level (e.g. have six months of experience and some coursework but not a degree), the two can be combined to total 100% of the requirement. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: The work is sedentary. Some work may require walking and standing in conjunction with travel to attend meetings and conferences away from the work site. Work may require carrying light items such as papers, books, or small parts.
