This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Incumbent serve as the senior scientific and technical expert for the Army Oil Analysis Program (AOAP).

Duties

Monitor the mechanical condition of aeronautical and non-aeronautical weapons systems stationed globally. Provide oil analysis expertise in laboratory test methods and fluid sampling. Analyze machine data to facilitate early and accurate detection of changes in weapon system health, performance, and operation. Maintain a broad knowledge of Army weapon systems, components, and support equipment. Utilizing professional knowledge in the fields of Chemistry, Metallurgy, Engineering, and Mathematics, incumbent identifies incipient failures in mechanical systems. Plans, organizes, directs, and evaluates root cause analysis studies in order to identify improvements to lubricant formulation, filtration, and component design. Manages independent laboratory experiments and/or projects to test and evaluate new oil analysis techniques and procedures utilizing all types of macroscopic and microscopic test methodologies. These duties are described at the full performance level of GS-13. The duties at the GS-07, GS-09, GS-11 and GS-12 level are developmental leading to such performance.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires temporary duty (TDY) travel up to 25% of the time.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Test and Evaluation- Foundational certification within 36 months of entrance on duty.
  • This position requires submission of a Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
  • Position requires a Secret security clearance, or the incumbent must be able to obtain and maintain a Secret clearance.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education/experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Management is recruiting at Grades GS-07/09/11/12 or full potential GS-13. Basic Requirement for Physical Scientist: A. Degree: Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. ORB. Combination of Education and Experience: Courses equivalent to one of the majors, as shown in A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. In addition to meeting one of the basic requirements above, to qualify for this position you must also meet the experience/qualification requirements listed below by grade level: GS-07: (A) I have one year of experience equivalent to the GS-05 grade level in the Federal service which includes: 1) Assist in determining resolutions to meet technical objectives; and 2) Gather and review statistical data to prepare reports. OR (B) I have successfully completed one full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as physical sciences, chemistry, mathematics, engineering. (Note: You must attach a copy of your transcripts.). OR (C) I am claiming Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in B above. Superior Academic Achievement is based on: (1) Class Standing - You must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - You must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR (3) Honor Society Membership - You may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/). OR (D) I have the specialized experience as described in A, but less than one year; and I have some graduate level education as described in B, but less than the required one year. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). GS-09: (A) I have one year of specialized experience equivalent to at least the GS-07 grade level in the Federal service which includes: 1) Perform technical engineering projects in establishing design plans and assist in determining optimal resolution of the technical objectives; and 2) Review, coordinate, and monitor implementation of policies governing the program area. OR (B) I have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as physical sciences, chemistry, mathematics, engineering. (Note: You must attach a copy of your transcripts.); OR (C) I have the specialized experience as described in A, but less than one year; and I have at least one year of graduate education as described in B, but less than the required two years. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). GS-11: (A) I have one year of specialized experience equivalent to at least the GS-09 grade level in the Federal service which includes: 1) Lead technical engineering projects in establishing design plans, selecting the most feasible execution approach towards resolution of the technical objectives; 2) Plan, coordinate or conduct feasibility studies to determine approaches and concepts to address systems integration problems; and 3) Develop new or improved techniques, processes, materials and equipment for assigned mechanical systems. OR (B) I have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as physical sciences, chemistry, mathematics, engineering. (Note: You must attach a copy of your transcripts.); OR (C) I have the specialized experience as described in A, but less than one year; and I have at least two years of graduate education as described in B, but less than the required three years. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.) GS-12: I have one year of specialized experience equivalent to at least the GS-11 grade level in the Federal service which includes: 1) Assist in development of scientific initiatives for exploratory, advanced, or full-scale development programs; 2) Conduct theoretical, experimental, and evaluative analysis during the exploratory and development stages of program; 3) Assist in determining resolutions to meet technical objectives; and 4) Conduct research studies for input to mechanical system integration decisions. GS-13: I have one year of specialized experience equivalent to at least the GS-12 grade level in the Federal service which includes: 1) Identifying incipient failures in mechanical systems in the field of Chemistry, Metallurgy, Engineering, and/or Mathematics; 2) Performing complex assignments on condition monitoring in aeronautical and non-aeronautical weapons systems using independent judgment; and 3) Coordinating assignments with other commands to ensure full integration of condition monitoring technologies.
