About the Position: This position is located at Redstone Arsenal in Huntsville, Alabama. Huntsville is a high-tech city nestled between the edge of the Appalachian Mountains in North Alabama and the Tennessee River. The Huntsville area has one of the largest research parks in the United States, and the technical community is fortunate to have access to the undergraduate and graduate curriculum of several excellent engineering universities. This is a Direct Hire Solicitation.

Duties

Perform analysis on clean up options to prevent pollution hazards and assure correct path forward is implemented. Reviews and analyzes cost reports to assure charges are authorized and appropriate. Monitor GIS and other internal data bases to determine correctness of data. Synthesize data to submit to State regulators. Responsible for the overall contract planning, management, control, coordination and execution of the environmental program. Overall responsibility for project schedule and cost and provides overall leadership in project implementation. Controls and manages project milestones and budgets from planning studies, through remedial action construction, interim actions, and initial operations. Ensure permitting and required explosive and safety submittal documentation is accurate and complete prior to investigations and/or corrective measures implementation. Conduct regulatory assessments to minimize health hazards to managed area. Review of RCRA HTRW and MEC removal actions and remedial action construction to meet environmental standards.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Basic Requirement for Physical Scientist (Environmental): A. Degree: Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR B. Combination of Education and Experience: Courses equivalent to one of the majors, as shown in A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes Planning, design, and construction for Resource Conservation and Recovery Act (RCRA) Hazardous, Toxic, and Radioactive Waste and/or Munitions of Explosive Concern (HTRW/MEC) environmental remediation projects. Managing projects that are extremely complex due to inherent safety issues associated with hazardous and toxic waste and/or, explosives and chemical agents. Exercising judgment, creativity, and resourcefulness to resolve critical problems relating to environmental engineering and to deal with conflicting interests to assure compliance with environmental laws and regulations while supporting mission needs. Serving as a technical authority and provides authoritative advice and direction on project design criteria, conflicts between program/element/technology and management requirements, and provides expertise on the application of the latest technological advances. Monitoring environmental programs and studies as necessary to determine whether contamination violates applicable regulations or constitute a health hazard to the installation or the adjacent communities; advising or researching capacity involving the creation of solutions to problems concerning environmental protection or other related activities; using on-site investigation techniques, analysis of results and development of conclusions to insure conformance to environmental regulations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
