The primary purpose of this position is to provide key advisory services to leadership, administer military personnel policy with personnel actions and provide planning and analysis of personnel programs to all assigned military/civilian personnel on a variety of administrative and technical duties:military readiness,deployments,manning, and military human resources.
Duties
Performs in-depth analysis and full range of duties in planning for the overall function of an Air Force Reserve MPF.
Plans, organizes, and makes overall plans for the accomplishment of Installation Personnel Readiness functions.
Develops wing readiness plans for the administration of contingencies, mobilization, disasters (man-made or natural) and national emergencies.
Plans, directs, and controls all aspects of the Customer Support programs for both Active Guard Reserve (AGR) and unit reservists.
Plans, directs, and controls some aspects of the Force Management programs for both Active Guard Reserve (AGR) and unit reservists.
Ensures accuracy of Personnel Data System (PDS) and performs functional review of data reliability.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of, and skill in applying, fundamental military personnel laws, principles, systems, policies, methods, and practices; and standardized analytical, and evaluative methods and techniques sufficient to solve a wide range of complex, interrelated HRM problems and issues. Knowledge of wing readiness plans for the administration of contingencies, mobilization, disasters (man-made or natural) and national emergencies. Ensures accuracy of Personnel Data System (PDS) and performs functional review of data reliability.

EDUCATION:
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related

COMBINATION OF EXPERIENCE AND EDUCATION: When combining specialized experience and education, the total percentages must equal at least 100 percent.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Comprehensive knowledge of military personnel program operations, directives, and procedures.
2. Knowledge of the principles and practices of military personnel management and associated procedures for
implementing military personnel programs.
3. Knowledge of analytical and evaluative methods and techniques and skill in conducting research and studies on
numerous sources.
4. Comprehensive knowledge of automated systems, personal computers, and software.
5. Knowledge of analytical and investigative techniques to measure the effectiveness, efficiency, and productivity.
6. Ability to analyze and interpret military personnel policies and procedures governing actions pertaining to officer
and enlisted members.
7. Ability to develop new or modified organizational work methods, processes, and/or procedures to improve
organizational efficiency/productivity.
8. Ability to establish effective working relationships and to communicate with tact, creativity, and resourcefulness
both orally and in writing.
9. Ability to carry out and complete assignments involving complex work with diverse and dynamic groups by
gaining their cooperation with tact, courtesy, and diplomacy and moving them towards an ownership of their objective without imposing personal bias.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
