Duties
WHAT YOU'LL BE DOING DAY TO DAY:
As a Director Multilateral Affairs, you will use your knowledge of and experience with Office of the Secretary, Office of Global Affairs, to optimize business results and customer experience by:
Ensures U.S. Government policy positions and HHS programs at multilateral organizations reflect the Administration and Secretary's priorities and are grounded in the best possible science and public health.
Analyzing complex public health policy issues and problems and, as appropriate, planning and executing solutions.
Engages in continuous dialogue with HHS technical and policy agencies and offices to maximize the impact of HHS participation in multilateral agencies.
Performing public health program and policy analysis.
Developing new methods and approaches in planning, integrating, and assessing impact on multilateral organizations and programs.
Assesses/evaluates existing and proposed programs and issues at multilateral organizations in relation to their effect upon U.S. foreign policy.
Articulates U.S. policy positions to the executive and technical staffs of the WHO and other multilateral institutions, senior officials of foreign Governments, officials of other U.S. Federal Departments and agencies, nongovernmental organizations (NGOs), academia, and professional organizations and the private sector, including industry representatives who deal with the WHO and other international organizations on health, science, social-welfare and social-policies.
Preparing concise, effective briefing documents and/or memos for senior officials.
Making clear, convincing presentations; effectively explaining and justifying recommendations; responding to inquiries.
Interacting with high-level officials and representatives from public and private public organizations.
Negotiates resolutions, decisions, plans of action and other outcome documents, international instruments, conventions and agreements formulated at international meetings, including pre-and post-strategies to garner the necessary support for U.S. priorities.
Coordinates the policy inputs and technical interests of HHS OPDIVS/STAFFDIVS in connection with the U.S. Government's membership in multilateral organizations.
Requirements
- U.S. Citizenship required.

Qualifications
WHAT WE ARE LOOKING FOR:
GS-15 Minimum Qualifications:Must have at least one year of specialized experience, equivalent to the GS-14 grade level in the Federal service performing ALL of the following tasks:
1. Developing public health policies and procedures that have multilateral (i.e., national, and international) impact.
2. Conducting analysis related to domestic and international public health policy.
3. Collaborating with multilateral organizations on matters of public health policy.
