Duties

Serve as the test engineer for the 780th Test Squadron (TS). Function as testing focal point for 780 TS by serving as a technical representative for the 96th Operations Group and 96th Test Wing. Monitor the progress and status of all flight test projects. Provide flight test engineering instrumentation, test data conversion, and analysis and evaluation of flight test results in support of various military laboratories and centers nationwide.

  • Employee is expected to meet Continuing Acquisitions Education requirements. APDP Level II in Test and Evaluation is required.

Degree: Have a Bachelor's Degree in professional engineering from a curriculum (1) in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineer curriculum; or (2) include differential and integral calculus and courses (beyond first-year physics and chemistry) in five of the following seven areas of engineering science or physics; (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Additional Qualification Requirement - SPECIALIZED EXPERIENCE: Applicants must have, or will have within 120 days of closing of this announcement at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes. in-depth knowledge and experience of advanced concepts, principles, and practices of aerospace engineering in the test and evaluation of aircraft systems and weapon integration test and evaluation. In-depth knowledge of a broad area of testing and evaluation in fields related to engineering such as instrumentation and data processing. Knowledge and skill sufficient to provide technical review and direction for an organization responsible for the planning, conduct, and reporting of aircraft system and weapon integration test and evaluation. Knowledge and skill sufficient to organize and plan developmental test as well as evaluation and operational test and evaluation phases of major joint/combined developmental test and evaluation/operational test and evaluation test programs, ensuring that the system requirements, interfaces, capabilities, and program factors are considered in the planning, conduct, analysis, and reporting phases of all assigned test programs. It may have been gained in the private sector, volunteer service, military service, and/or government service, etc. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Professional knowledge of aerospace engineering concepts, principles and techniques which include progressively difficult substantive experience in the field of test and evaluation of new or improved conventional, air-to-air, air-to-ground munitions and related equipment. Familiarity with related engineering disciplines and a broad range of engineering standards, methods, practices, techniques, materials, and equipment to ensure systems are evaluated in compliance with regulations and standards, and the operations, products, services, needs, and goals of the mission area. Knowledge of test and evaluation concepts, principals, and techniques that ensure effective testing across the full spectrum of system and sub-system analysis as applied to the development and application of these systems in the evaluation of highly complex weapon systems. Knowledge of safety and security regulations, practices, and procedures. Knowledge of relevant government and industry standards, regulations, practices, and procedures. Ability to plan, organize, and coordinate complex weapons test and evaluation functions. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
