OGC seeks Attorneys with experience in financial assistance (loans, grants and cooperative agreements), and fiscal law.  The selected candidate will provide counsel and advise in the above areas of the law to the Office of the Secretary (OST) and Departmental Operating Administrations as the Department implements the Bipartisan Infrastructure Law to rebuild America’s roads, bridges, rails, ports, and airports.

Qualifications

To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet either the education or experience qualifications for the grade at which you are requesting consideration. To qualify for the GS-13, you must have either: Be a graduate of an accredited law school with a LL.B., J.D., or equivalent AND at least two years of professional legal work experience. Be an active member in good standing of the bar in a state or territory of the United States or the District of Columbia or Commonwealth of Puerto Rico. To qualify for the GS-14, you must have: Be a graduate of an accredited law school with a LL.B., J.D., or equivalent AND at least three years of professional legal work experience.  Be an active member in good standing of the bar in a state or territory of the United States or the District of Columbia or Commonwealth of Puerto Rico. To qualify for the GS-15, you must have: Be a graduate of an accredited law school with a LL.B., J.D., or equivalent AND at least four years of professional legal work experience.  Be an active member in good standing of the bar in a state or territory of the United States or the District of Columbia or Commonwealth of Puerto Rico. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Technical - Uses knowledge that is acquired through formal training or extensive on-the job experience to perform one's job: works with, understands, and evaluates technical information related to administrative and aviation law, and the provisions of the rules, regulations, acts and statutes under which the Department functions; advises others on technical issues. Communication - expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical sensitive controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.
