This position is located in the Department of Housing and Urban Development, Office of the Chief Human Capital Officer.
Duties
As a Supervisory Human Resources Specialist, you will:
Plan and direct the work of the Department's HCAAF Accountability Program.
Sustain and improve agency measurement processes.
Develop data driven analyses and plans to support critical human capital decisions.
Link the requirements of Department's Workforce and Human Capital Strategic Plans to monitor results, relative to achievement of Departmental goals of OCHCO that impact HUD's Strategic Plan and the Annual Performance Plan.
Align objectives and outcomes to promote and support the Department's overall mission, vision, and values.
Ensure that activities and programs support agency and OCHCO objectives and comply with governing laws, regulations, and policies applicable to HCAAF accountability and evaluation functions.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-15, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes:
Reviewing, implementing, and executing audit practices as they relate to the Office of Personnel Managements Human Capital Assessment and Accountability Framework to evaluate accountability systems, standards and metrics for regulatory compliance, effectiveness, and efficiency; AND
Administration of tracking, analysis, and reporting requirements to ensure achievement of an organization's strategic goals; AND
Advising senior management on workforce policies, administration, and accountability programs
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15, you must have been at the GS-14 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
