About the Position: This position is located with the: US Army Corps of Engineers, Sacramento District, Small Business Office in Sacramento, CA.
This position is eligible for telework as approved by the supervisor, but is not a remote or virtual position. Prospective candidates must be willing to relocate to the duty station of Sacramento, CA.

Duties
Advise leadership on acquisition related policy and compliance issues involving the Small Business Program.
Maintain a regional and national outreach program as potential sources for acquisition.
Review proposed acquisitions for highly specialized and complex projects to determine capable and responsible small business contractors.
Develop policy guidance on statutes, the Federal Acquisition Regulation (FAR) and its supplements for staff review.
Perform marketing research capability requirements throughout the South Pacific Division Region.
Provide quarterly, bi-annual and annual goal attainment performance statistics to leaders.
Supervise the Small Business Office ensuring requirements and expectations are met.
Requirements
- This position is designated as moderate risk involving Public Trust. Appointment to this position is subject to a background investigation including a credit check to determine suitability for Federal employment and/or the position.
- This position requires to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- This is a Critical Acquisition Position (CAP). A 3-year service agreement must be executed. This position requires possession of or the ability to obtain an Advanced Career Level Certification - Contracting within 4 years.

Basic Requirement:
A. Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
B. (1) a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (2) a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes:
1) providing advice on acquisition planning to manage small business program functions; AND
2) reviewing pre-award contractual actions from acquisition planning to sub-contract monitoring.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
Education
