About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the 56th Signal Battalion, NEC-SOUTHCOM in Miami, FL.
Duties
As contracting officer representative (COR), coordinates and monitors contractor progress in meeting contract provisions.
Ensure all acquisitions, procurements, and outsourcing efforts address information security requirements consistent with organization goals.
Develop contract language to ensure supply chain, system, network, and operational security are met.
Track vendor pay and invoices in Wide Area Workflow (WAWF).
Generate required actions in the General Fund Enterprise Business System (GFEBS).
Prepare a variety of documents, reports, and statistical data indicating status of contractual actions.
Requirements
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- Three-year trial/probationary period may be required.
- Incumbent must sign statement acknowledging this is an Excepted Service position that does not confer competitive status.
- You may be expected to travel up to 10% for this position.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Foundational (formerly Level I) Contracting certification within 36 months as of entrance on duty.

To qualify based on your experience, your resume must describe one-year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by (1) planning, developing, researching, coordinating, and administering the activity's acquisition requirements; (2) preparing acquisition packages for the acquisition of a variety of products and services; reviewing acquisition data package requirements; coordinating technical and financial inconsistencies; and initiating remedial actions; (3) reviewing, interpreting, and applying contracting policy; developing contract language to ensure meeting customer requirements; and coordinating and monitoring contractor progress in meeting contract provisions; and (4) financial and budgetary analysis experience which demonstrates strong analytical skills.

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
