Duties
As a Information Technology Specialist (INFOSEC) you will:
Draft and issue policies and related standards in accordance with the National Institute of Standards and Technology (NIST), the Department of Health and Human Services (HHS), the Office of Management and Budget (OMB) and other applicable Federal government requirements, guidance, and directives.
Develop and monitor progress against a program plan, which identifies program milestones and associated tasking and timeframes.
Prepare internal and external reports that may include providing audit liaison support to IT operations, such as the Federal Information Security Act (FISMA), Chief Financial Officer, and others.
Provide internal reporting to organization on IT governance activities reports capturing the status of systems' compliance with agency security metrics.
Prepare position papers, executive submittals, presentations, memoranda, and other correspondences, in response to the most far-reaching proposals that relate to system assurance, enterprise-wide information security and/or system development life cycle policies and standards requirements or modifies existing organizational arrangements.
Analyze short, medium, and long-range projects for solutions of complex operational or policy issues in areas such as information security, information security reporting, systems development life cycle, quality assurance.
Monitor organizational, legislative, administrative, and technological changes that affect information systems' standards and related processes and impact upon future planning to meet the needs of the Agency.
Represent Agency in conferences and technical discussions with professional, public and private organizations with a responsibility to further the understanding, clarify the Agency position, and to develop a coordinated approach to problem solution, recommending new Agency policy.
Qualifications
In accordance with Executive Order 12564 of September 14, 1986, The Department of Health and Human Services (HHS) is A Drug-Free Federal Workplace. The Federal government, as the largest employer in the Nation, can and should show the way towards achieving drug-free workplaces through programs designed to offer drug users a helping hand, and at the same time demonstrating to drug users and potential drug users that drugs will not be tolerated in the Federal workplace. The use of illegal drugs, on or off duty, by Federal employees is inconsistent not only with the law-abiding behavior expected of all citizens, but also with the special trust placed in such employees as servants of the public. All applicants tentatively selected for this position will be required to submit to urinalysis to screen for illegal drug use prior to appointment and be subject to random, reasonable suspicion, and post-accident drug testing upon hiring. Appointment to the position will be contingent upon a negative applicant drug test result.
Minimum Qualifications:
To qualify at the GS-13 grade level, you must have at least one year of specialized experience at or equivalent to the next lower grade level, which must include the following experience: reviewing, analyzing, developing and implementing IT Security and/or system development life cycle (SDLC) policies and standards.
Applicants must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
Documenting Experience: In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
