You will serve as a SUPERVISORY EMERGENCY MANAGEMENT SPECIALIST in the EMERGENCY MANAGEMENT of COMMANDER NAVY REGION MARIANAS.

Duties

You will provide full management for all aspects of and responsibilities in the overall management, administration, and organization in developing, coordinating, and executing the Navy Installation Emergency Program within JRM EM. You will analyze various program related initiatives, policies, proposals, regulations, and solicitations to determine impact on JRM programs. You will support installations Emergency Management Officers (EMO) in the development and approval of support agreement, including Mutual Aid Agreements (MAA), with appropriate Federal, State, local, and other service responders/agencies. You will provide leadership and management guidance to the Region Operations Center (ROC) Manager and Region Dispatch Center Manager (RDC). You will develop and maintain a region-wide training program for personnel with a direct role in executing emergency management operations, to include training for J37, J37A, J36 and JRM Crisis Action Team (CAT) personnel. You will provide supervisory responsibilities over ROC/RDC Managers, emergency program planning staff, CBRNE contractor, Emergency Management Officers (EMOs), and Navy Emergency Planning Liaison Officers (NEPLOs). You will analyze program costs, develop annual/multi-year and long-range fiscal program plans as well as continuously monitor and evaluate program for cost efficiencies. You will coordinate Continuity of Operations (COOP) alternative facilities and mission support between Region subordinate installations as well as potential local government in order to ensure predetermined alternative facilities. You will oversee development, implementation, testing, and evaluation of installation programs and procedures. You will interact at the O-6/Flag Officer/General Officer, SES level with representatives from OPNAV/CNIC in matters pertaining to EM operations, training and procedures.

  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
  • If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
  • Must be able to obtain and maintain a U.S. Passport. May be required to obtain a VISA dependent on the overseas country's laws/regulations.

  • During all-hazard emergencies, incumbent may work longer than usual working hours and/or shifts of 12 hours or more. Shift operations-24 hours/7 days staffed shifts that the incumbent supervises the operation.
  • The incumbent will be required to perform occasional travel both local and air travel as directed by Director of Emergency management Program.
  • The employee is categorized as emergency essential, (Category 5 in accordance with CNIC 3440.17 EM Program Manual), and as such may be ordered to report to duty for extended periods under emergency conditions.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems. .

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing emergency program oversight and emergency program management including budget and facility planning, implementing regional policies related to emergency management, and contingency planning that support the organization's mission and strategic goals.
