You will serve as a Human Resources Specialist (Recruitment & Placement) of NAVFAC OSF. Washington Navy Yard, District of Columbia- $94,199-$145,617 Port Hueneme, CA - $95,905-$148,255 San Diego, CA- $93,858- $145,090 Jacksonville, FL - $82,830- $128,043 Pearl Harbor Naval Base, Oahu, HI - $86,151 - $133,176 (A Cost-of-Living-Allowance (COLA) of 9.28% will be added to the stated salary) Naval Base, Norfolk, Virginia - $83,854- $129,625 Silverdale, Washington - $92,123 - $142,408

Duties

You will manage and evaluate complex Staffing and Employment programs and projects. You will interpret laws, Code of Federal Regulations, Office of Personnel Management, Navy policies and other guidance to develop Staffing and Employment policies and evaluate impact to existing programs. You will evaluate new human resources policy for impact on existing human resources programs. You will draft, coordinate and maintain applicable process documents such as Standard Operating Procedures that align to current policy and improve human resources service delivery to customers. You will extract, analyze, and present data to measure performance of assigned programs to influence Command decisions. You will advise hiring managers and selecting officials on recruitment strategies for attracting the best qualified candidates for vacant positions. You will analyze recruitment processes to assure quality and consistency in the administration of recruitment programs. You will utilize targeted recruitment strategies and a variety of competitive and non-competitive hiring authorities to ensure highly specialized employees are hired from a variety of diverse background to meet mission requirements. You will advise customers on human resources regulations (e.g., Title 5, U.S. Code, Office of Personnel Management [OPM]).

Qualifications

GS-13 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: (1) Researching, interpreting and implementing laws, regulations, and personnel policies for staffing and employment programs; 2) Managing and executing complex personnel actions in accordance with federal laws, policies, rules and regulations; 3) Providing strategic advice and guidance to management regarding recruitment, hiring, compensation, and retention strategies; and 4) Resolving complex problems and providing comprehensive guidance to employees and management on complex recruitment, staffing, compensation, and workforce shaping issues utilizing various human resource tools and systems NOTE: This information must be supported in your resume to be considered for the position.
