This position serves as a General Attorney (Labor) (Field Attorney) in San Juan, Puerto Rico reporting to Regional Office 12, Tampa, Florida of the National Labor Relations Board. The Field Offices represent the actual operating arm of the Agency, the means through which both the Board and the General Counsel reach the public. This position is responsible for investigating and handling representation cases (R cases) of varying complexity and a variety of unfair labor practice cases (C cases).

Duties

As a General Attorney (Labor) (Field Attorney) GS-0905-13, typical work assignments may include: Preparation of detailed factual and legal reports and analyses involving factual and legal questions, conflicting legal precedents, controversial areas of labor relations, or other factors rendering resolution of difficult or sensitive cases. Conducting federal court litigation involving injunctions under provisions of the National Labor Relations Act, as amended, and related proceedings involving the Board and its agents in the United States District Courts, civil in the United States District Courts and Courts of Appeals, subpoena enforcement proceedings, claims in bankruptcy proceedings, and other litigation in support of the Agency's compliance program. Litigating unfair labor practice cases before Administrative Law Judges - to include examining and cross-examining witnesses, introducing evidence and exhibits, lodging appropriate objections, and arguing motions made by the parties, prepares post-hearing briefs or presents a closing oral argument to the Administrative Law Judge. Other duties as assigned.

Qualifications

All qualifications and eligibility requirements specified in the announcement must be met. IDEAL CANDIDATE STATEMENT The ideal candidate for the General Attorney (Labor) (Field Attorney) will have experience preparing legal documents, including memoranda, motions or briefs and presenting arguments or making presentations on factual and legal issues. Knowledge of the National Labor Relations Act or similar related statues is preferred. Excellent communication and interpersonal skills to interact with witnesses, opposing counsel, colleagues and senior level management; and strong research and analytical skills are desired. REQUIREMENTS Education: Applicants must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LL. B or JD). Bar Membership/Certification: Applicants must be an active member of the Bar in good standing of any state, District of Columbia, Puerto Rico, or any Territorial court under the US constitution. Your active BAR license must reference BAR number and indicate the status of good standing. Agency's Internal Self-Certification Forms are not acceptable for verification. In addition to the above REQUIREMENTS, applicants must also meet one of the following: MINIMUM QUALIFICATIONS Applicants must have one year of specialized experience, equivalent to the GS-12 grade level, which has provided them with the knowledge, skills, and abilities to successfully perform the duties of a General Attorney (Labor) (Field Attorney) at the GS-13 level. Specialized experience includes: Experience conducting legal research to find support for a legal issue or decision; Experience working with labor, employment, or administrative laws or similarly federal statutory to render resolutions in cases; and Experience writing briefs, decisions and/or other documents to gather all facts or statements and/or information pertaining to a lawsuit or legal issue. This experience must be fully supported and articulated in your resume to receive consideration. OR EDUCATION Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher-level graduate education leading to such a degree; or possession of a LL.M. degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position. OR COMBINATION OF EDUCATION/EXPERIENCE A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. Applicants must have successfully completed a full course of study in an accredited law school by the ABA and have their JD or LLB.

(NOTE: Current NLRB Attorneys may not be required to submit a copy of their transcripts. However, NLRB employees within 3 years from receiving their juris doctorate degree, must provide a transcript with their application package.)
