This position serves as the principle Administrative Official for the Quality Management (QM) service and will report to the QM Director. Duties include oversight of administrative aspects of service programs to include: data gathering, analysis, tracking, trending and reporting, budget preparation and other fiscal duties including fund control point, expenditure tracking, interactions with Veterans, their families and representatives, writing reports, and other duties as assigned.

Major duties and responsibilities include:

Writing: Recognizes and uses correct English grammar, punctuation, and spelling, communicates information (facts, ideas or messages) in a brief, clear and organized manner; produces written information which may include technical material that is appropriate for the intended audience;

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, .
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 11 position you must have served 52 weeks at the GS 09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Specialized Experience:
GS-11 EXPERIENCE: Must possess at least one (1) full year of Specialized Experience that equipped you with the knowledge, skills, and abilities to perform the duties of this position at the GS-11 grade level. This experience must have been equivalent to at least the GS-09 level in Federal service. Examples of Specialized Experience include: applies knowledge of pertinent laws, policies, regulations, precedents applicable to the administration of programs at a complex health care system; applies a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems; plans, organizes and directs team improvement and system redesign work and negotiates effectively for acceptance and implementation of recommendations; adapts analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity. (A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. GS-11 EDUCATION: Must possess a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. if related. (One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours will be considered as satisfying the 1 year of full-time study requirement). (Transcripts Required)

GS-11 COMBINATION OF EXPERIENCE AND EDUCATION: Must possess equivalent combinations of successfully completed graduate education and Specialized Experience directly related to the work of the position, as outlined for the GS-11 above. (Transcript Required)

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Requirements: The duties and responsibilities of this position require some mobility between the Office and various other clinics/offices located at any of our health care system sites. General the work is sedentary but may require some slight physical effort.
