The Syracuse VA Medical Center has 1 vacancy for a Program Support Assistant. The incumbent functions as a Quality Assurance Coordinator for the Pharmacy Service by providing direct administrative, technical, and clerical support to the Pharmacy Chief. The individual will have the general responsibilities for the direction of daily activities necessary for the management of several Pharmacy and facility medication management related programs.
Duties
Office - Program Management/ Program Support - 40%
The incumbent is the primary timekeeper for the department of pharmacy and is responsible for all aspects of timekeeping for all pharmacy Time and Leave (TL) groups.
The incumbent provides oversight and training to the backup timekeepers in the Pharmacy department.
The incumbent also serves as the back-up timekeeper for other areas within the careline/ Integrated Care Community (ICC).
The incumbent functions as the Talent Management System (TMS) administrator for the pharmacy service.
The incumbent is responsible for running monthly reports to track completion of required TMS trainings in the department.
The incumbent creates, maintains and runs other reports as needed to ensure compliance with required TMS trainings.
The incumbent works independently to maintain processes for incoming and outgoing materials such as correspondence, reports, memoranda, and other forms of written communication; edits and composes letters and reports, reviews correspondence for accuracy and completeness, prepares public presentations and develops standard or form letters and replies to inquiries.
Performs office duties using software applications such as electronic mail, Word, Excel (spreadsheets and graphs), desktop publishing, calendar, etc.
Integrates several types of software to generate specific working documents and forms such as spreadsheets, databases, word processing, desktop publishing, slide shows, graphics, etc.
Schedules administrative appointments, coordinates meetings, and/or schedules conferences under the direction of the Chief of Pharmacy Service.
Processes all new employee paperwork to include establishment of and delegation of appropriate computer menus.
Incumbent coordinates pharmacy student department orientation and rotations.
Specialized Pharmacy Service and Analysis Support - 30%
The incumbent is the Medical Center lead and Pharmacy Service point of contact for the Electronic Prescribing of Controlled Substances program (EPCS).
The incumbent is responsible for coordinating the verification of VA provider staff and Medical/Surgical Residents' DEA numbers and expiration dates from affiliate hospitals.
This responsibility involves significant analysis, data tracking and extensive interaction with medical and administrative staff.
The incumbent functions as the pharmacy Records Liaison Officer and serves as the primary point of contact for inquiries regarding location and disposition of pharmacy-related federal records and non-records.
The incumbent serves as the alternate level-one Contracting Officer Representative (COR) for pharmacy contracts.
Serves as primary Pharmacy point of contact for Pharmacy Service SharePoint site, including supporting the data management and ongoing development of the site.
Quality Assurance - 30%
The incumbent serves as the Quality Assurance Coordinator for the Pharmacy Service.
The incumbent works with the Pharmacy Chief (and other Pharmacy staff) along with the Medical Center Performance Management Department in assisting with development of appropriate monitors and to establish criteria for the Pharmacy Service Quality Assurance Program.
The incumbent must develop and maintain a system of records that will provide documentation to meet the requirements not only of the Medical Center, but also accrediting agencies and inspecting bodies such as, but not limited to, the Joint Commission, SOARS, Office of Inspector General, American Society of Health-System Pharmacists (ASHP), and DEA.
The incumbent reviews proposed directives and memorandums issued by VA Central Office to ensure consistency with existing Pharmacy policies, incorporating and recommending changes as necessary, based on current directives and accreditation requirements.
Incumbent develops and maintains project related tracking systems necessary to facilitate the management and completion of medication management related initiatives. This requires coordination with employees (stakeholders) in other departments.
The incumbent resolves operational problems with the oversight of the Pharmacy Chief or designee when indicated.
The incumbent applies basic data gathering skills such as reviews of records, logs, patient charts, discharge summaries, etc.
The incumbent assists the Pharmacy Chief in ensuring compliance with all appropriate VA regulations, Joint Commission, DEA, OIG, American Society of Healthcare System Pharmacists (ASHP) and other accreditation/regulatory organization standards.

GS-06 grade level: One year of specialized experience (equivalent to the GS-05 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: orders and maintains necessary level of needed forms and office supplies; maintenance of office records and files; Compiles data for reporting purposes; experience inputting data into a computerized database; experience recording and managing physical items such as donation; and utilizing interpersonal communication skills which foster effective working relationships.

Education
There is no educational substitution for the GS-06 level.
