The Program Specialist serves as the Quality Management Specialist in Environmental Management Service, VA Long Beach Healthcare System, Long Beach, CA. The Program Specialist performs all quality management activities that are designed to improve Environmental Management Service (EMS) performance in maintaining a clean and safe environment and improve customer service satisfaction.
Duties
The duties include, but are not limited to:
Program Oversight:
Performs quality management work that involves systematic prevention of defects, nonconformance to regulations and standards, identification of unsatisfactory trends and conditions, and correction of factors that may contribute to defective work processes.
Performs quality management activities, which are designed to improve quality of transaction processing, customer service activities or other business procedures.
Performs a variety of duties to carry out, administer or advise on work concerned with assuring the quality of work transactions, business process and delivery of services needed to carry out programs and functions.
Utilizes customer service feedback forms in evaluating EMS's quality of performance and customer service.
Provides current and accurate statistics for the annual Waste Minimization Survey report, as well as additional statistical requests received from Executive Management, Central Off ice, etc.
Program Monitoring, Analysis and Reporting:
Designs studies, training recommendations and organizational strategies for identifying opportunities to improve customer service and process quality.
Identifies steps of simple transaction processes or routine business practices that might be opportunities for applying standard quality improvement techniques.
Coordinates, develops and/or research for additional and pertinent EMS training resource sand materials through within house counterparts or outside vendors.
Schedules and provides biweekly or monthly required training and presentations to all staff .
Develops reporting procedures, sampling techniques, and measurements at various points in EMS's Programs (Sanitation, Pest, Recycling, Hazardous Waste and Textile Care) to identify problem areas or inherent weaknesses in work processes, procedures, information systems and content.
Develops indicators to provide objective evidence of the effectiveness of quality procedures and controls.
Identifies operational activities that meet, exceed or fail to meet established criteria.
Serves as the quality assurance staff who has expertise in maintaining accuracy of EMS' nationally regulatory programs.
Reviews, creates, analyzes and reports all metrics that identify correlations between variables from various data sources.
Other duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/25/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
SPECIALIZED EXPERIENCE GS-9:
Having one (1) full year of Specialized Experience that equipped you with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Qualifying specialized experience includes having working knowledge of computers and computer software, particularly spreadsheets, graphs, tables and databases such as Excel, Word, PowerPoint and Access; having skills in applying analytical and evaluative techniques to identification and resolution of issues of problems of a procedural or factual nature; understands the theory and principles of management and organization including administrative practices and procedures common to organizations; ability to use qualitative and quantitative analytical techniques and skill in conducting interviews with supervisors and employees to obtain information about organizational missions, functions, and work procedures.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE GS-9: Having a master or equivalent graduate degree or two (2) full years of progressively higher-level graduate education leading to such a degree or LL. B or J.D., if related. (One (1) year of full-time graduate education is the number of credit hours that the school attended has determined to represent one (1) year of full-time study. If that information cannot be obtained from the school, 18 semester hours will be considered as satisfying the one (1) year of full-time study requirement). (Transcripts Required)

COMBINATION OF EXPERIENCE AND EDUCATION GS-9: Having equivalent combinations of successfully completed graduate education and Specialized Experience directly related to the work of the position as outlined for the GS-09 above. (Transcripts Required)

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
