Duties

Jesse Brown VAMC is a Level 1B facility serving complex care to medical, surgical, and mental health patients (inpatient and outpatient), with a Level Ill Emergency Department, and multiple community-based outpatient clinics (CBOC). There is a large outpatient psychiatric population, with admissions for medical co-morbidities. Patients also receive care in Home-Based Primary Care (HBPC), dialysis, primary care, specialty care, and the community living center (CLC). The ADPCS is a member of the Jesse Brown VAMC Executive Leadership Team along with the Medical Center Director, Associate Medical Center Director, the Chief of Staff, and the Assistant Medical Center Director. She/he provides visionary thinking on both clinical and administrative issues that impacts the facility. The ADPCS is fully involved in strategic planning with the VISN Network Director and nationally. She/he participates fully in upper-level management decisions to speak on behalf of nursing and other hospital administration issues and is a member of all medical center-level Councils and Committees that govern and influence the operations of the medical center, such as the Governing Board, Health Systems Council, Resource, and the Dean's Committee. The ADPCS promotes the image of nursing and the VA through effective media relations. The ADPCS understands regulation and payment issues that affects the facility's budget. The ADPCS uses his/her knowledge of VA, other federal agencies, and state laws and regulations that affect the provision of patient care (e.g. professional licensure, reimbursement, VA Choice care, etc.) In addition, the ADPCS takes appropriate action when opportunities exist to adjust clinical operations to respond effectively to environmental changes in economic elements. The ADPCS develops marketing strategies in collaboration with the Executive Leadership Team and marketing experts. The ADPCS is the Nurse Executive for this facility and its associated community-based outpatient clinics. He/she is responsible for the practice of nursing 24/7 by all registered nurses, advanced practice nurses, and allied health staff (LPNs, NAs, NTs, etc.) regardless of line authority. He/she has line authority over Sterile Processing Services, Chaplain Service, Social Work, Customer Service to include the Patient Advocate and Information Desk, Respiratory Therapy Services, Voluntary Services, Audiology and Speech Therapy Services, and Safe Patient Handling. The ADPCS will exercise final authority and approval over nursing job descriptions, nursing care policies and procedures; nursing standards of patient care, treatment, and services; standards of nursing practice; nurse staffing plans; and standards to measure, assess, and improve patient outcomes. He/she will ensure that all registered nurses, advance practice nurses, licensed practical nurses, respiratory therapists, and social workers are licensed, certified, and/or registered upon employment, and thereafter. He/she will ensure a competency process is in place to evaluate individual practice, as well as a review process for annual performance ratings. The ADPCS and other nursing leaders participate with leaders from (the Executive Leadership Team, management, medical staff, clinical areas, and administrative areas in strategic planning and decision-making processes. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Preferred Experience: Experience at the Nurse V level is preferred PhD in nursing or related field Minimum of 7 years of nursing experience Minimum of 5 years in Nursing Administration, demonstrating proficiency with supervisory experiences and progression toward high level leadership positions Certification in Nursing Leadership Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse V - Master's degree in nursing or related field with BSN (or a Bachelor's degree in a related field) and approximately 5-6 years of nursing practice/experience; OR a Doctoral degree (preferred) in nursing or related field and appropriate basic or advanced certification desired, and approximately 4-5 years of nursing practice/experience. Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office. Physical Requirements: This position requires potentially long periods of continued walking, standing and sitting.
