The position is at the full performance level located at the Southern Arizona VA Health Care System (SAVAHCS) VA Medical Center (VAMC) in the Anesthesia Service Line (ASL). The primary purpose of the Administrative Officer is to provide a wide variety of administrative support, under the supervision of the Anesthesia Chief, for the ASL, including Chiefs, Clinical Director, Physicians, Nurse Practitioners, Certified Registered Nurse Anesthetists (CRNAs), Technicians, and administrative staff.
Duties
Duties and responsibilities include, but are not limited to:
Responsible for assisting/collaborating with the Chiefs and Clinical Director in Anesthesia in formulation of plans to ensure program and provider compliance with performance and outcome standards for ASL.
Develops both long and short-range policies and plans for the organization by coordinating the medical administration needs of the organization(s) for which accountable.
Provides formularized planning direction for the ASL
Manages and coordinates all administrative aspects of the ASL.
Responsible for development and implementation of policies and procedures for the ASL.
On major issues, they define the goal to be met, will envision alternative policies, recommends a course of action, and implements the alternatives chosen.
The incumbent will recognize the need for new polices and bring such policies to the attention of the Chiefs and Clinical Director.
Develops, evaluates, and modifies organizational structure and systems to achieve program goals.
Participates in the analysis and interpretation of workload and other data used in resource planning.
Leads in administering programs concerning such matters as equal opportunity, merit promotion, labor management relations, and position management.
Administers space and equipment programs.
Incumbent serves as key figure in manpower utilization program assuring recruitment and retention within approved ceilings are maintained.
Responsible for personnel administration including knowledge of personnel operations including position classification, grievance procedures, performance standards, and disciplinary actions.
Responsible for the administrative oversight and training to ensure the clerical/administrative support personnel maintain expertise and skills required to fulfill the ASL and the SAVAHCS objectives.
Works closely with the administrative supervisors in the Group Practice Management and Resources Management Care Lines to ensure that administrative staff assigned to the ASL clinics are updated on issues affecting the delivery of care/assistance to patients and providers.
Maintains solid working relationships with all departments within the SAVAHCS.
Advises and provides counsel to employees regarding policies, procedures, and directives of management. Identifies developmental and training needs of employees, providing or arranging for needed training.
Responsible for obtaining, gathering, and maintaining data required for credentialing and privileging of ASL providers, to include initial IPPE, bi-annual OPPE review, and any identified FPPE reviews.
Provides for full administration of reporting, evaluation, and fee requirements associated with the Accreditation of the Organization.
Administers the internal review, quality, and productivity initiatives for the organization.
Compiles, coordinates, and completes ASL responses for recurring, nonrecurring, and special reports requested by VISN, Central Office, congressional, state, and national organizations.
Responsible for maintaining records, documentation, and Employee Competency Folders required for Joint Commission (JC), Veteran Health Administration (VHA) regulations.
Maintains chiefs' and Clinical Director's activity calendar, schedules appointments, conferences, and meetings on own initiative based upon knowledge of chiefs' and Clinical Director's workload and current issues of importance.
Arranges for meetings and conferences, including such matters, as location, schedule, agenda, and attendance list. This includes reschedules meetings, if needed.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/24/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Provides a wide variety of administrative support, directs and performs all administrative functions to include administration, human resources management, budget and finance, management and program analysis (analytical, evaluative, and advisory), office support services, document control, logistics, and a variety of related administrative matters. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a masters or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. of J.D., if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first year or 18 semester hours.

Physical Requirements: The work is primarily sedentary. It requires sitting, walking, standing, bending, and carrying light items, such as books, papers, and files. Long periods of typing may be required, as well as working with frequent interruptions in a noisy and hectic office frequented numerous telephone calls and visitors.
