This position is in the Medicine Service Line. The incumbent serves under the supervision of the Service Line Business Manger or his/her designee. The incumbent works closely with the other Program Specialists, in the formulation of projects, reports, strategic plans, resource utilization, needs assessments and assigned administrative activities.
Duties
The incumbent provides administrative support for daily operations and on a variety of projects assigned within the service line.
The incumbent is actively involved in the day-to-day management and long range planning to provide efficient and quality service to our customers.
Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/27/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5; for a GS-9 positions you must has served 52 weeks at the GS-7 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education s described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: the employee must be able to demonstrate the knowledge and skills necessary to complete the duties of the position including program support and oversight. Such knowledge and skills: Communication and interpersonal relations, database management, etc.
GS7: Extensive and practical knowledge and skill in applying basic analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of the Service area. Knowledge of an array specialized duties and responsibilities involving a wide variety of problems or situations, including developing information, identifying interrelationships, and taking action consistent with program objectives. The work requires knowledge of the mission and functions of Medicine Service. The employee understands how the office's various administrative services relate to one another and how they relate to the Service's mission. The work also requires broad understanding and detailed procedural knowledge of budget, data management, personnel, and information processing functions of the office.
GS9: You must have one year of experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of administrative regulations and operating ; Knowledge in the areas of MS-WORD, MS-EXCEL, MS-POWERPOINT, and VA VistA to gather information and present analysis of information in the appropriate format for presentation and communication. Ability to effectively communicate professionally with clinical providers of various levels, managers, supervisors, and other employees to identify areas for process improvement as it pertains to efficiency, accuracy, cost, and timeliness.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have GS-7: 1 full year of graduate level education or superior academic achievement, GS-9: master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree . OR,
Combining Specialized Experience and Education - GS-9 - Equivalent combinations of experience and education are qualifying for this position. TRANSCRIPTS REQUIRED.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Manual dexterity is required in operation of personal computer and other office equipment.
