Duties

This position is in the Private Sector Office (PSO), Office of Partnership & Engagement, Department of Homeland Security (DHS). PSO leads the coordination of Department-wide policies, programs, and planning concerning and impacting the private sector, helping ensure consistency and integration of missions throughout the entire Department. PSO provides a central office to develop and communicate policies across multiple components of the homeland security network, strengthens the Department's ability to maintain the policy and operational readiness needed to protect the homeland, and provides the foundation and direction for Department-wide strategic planning and budget priorities. Some of the responsibilities of the selected candidate include: Developing engagements for the Secretary, Deputy Secretary, and other DHS leaders with private sector partners. Facilitating public-private partnerships across critical infrastructure industries. Engaging with executives from the private sector to foster collaboration, address concerns, and promote partnerships between the government and industry. Providing and promoting information sharing and outreach support. Serving as an essential point of contact for private sector executives or their designated representatives seeking to engage with the DHS and DHS component leaders on policy development, partnership opportunities, or regulatory issues. Interacting with agency elements, operational components, and inter-agency partners/stakeholders on establishing, implementing, or revising policy program operations. Providing technical and administrative assistance and support in various matters related to applying management programs to meet program requirements. Planning, implementing, and coordinating assigned program areas pertaining to leadership activities within the organization. Continuously reviewing and evaluating policy and organizational operations pertaining to program areas. Interpreting and developing guidance to support mission accomplishment. Preparing and presenting briefings for Department leadership. Organizing and coordinating tasking requirements. Overseeing the development and management of strategic partnerships with the private sector. Work is evaluated for compliance with policy, directives, regulations, soundness of interpretations, and judgment for mission accomplishment. Building trust, maintaining effective relationships, and building networks with private sector stakeholders and representatives. Working closely with public and private sectors to ensure priorities align to support national and global workforce needs. Excellent negotiation, analytical, writing, interpersonal, organization, and communication skills. *Detailed-oriented, self-motivated, and demonstrated ability to learn on the go, multi-task, and meet ambitious deadlines. Represent PSO during technical, management, and strategic planning meetings with the private sector, foundations, government agencies, and other essential stakeholders. The primary purpose of this position is to serve as a Program Analyst in support of the DHS Private Sector Office, serving as a technical expert and analyst on engagement with private sector stakeholders on a wide range of issues related to the Department's mission. This requires ensuring the PSO Deputy Assistant Secretary, OPE Assistant Secretary, and, ultimately, the Secretary of Homeland Security are engaged with private sector leaders and issues with DHS mission impact.

Requirements

  • Must be a current permanent Federal employee
  • Must have supervisory approval to apply to the Joint Duty Assignment. DHS 250-2 Application Form under "required documents" section.
  • Must NOT have any pending/outstanding disciplinary actions
  • Must have achieved a minimum of "meet expectations/proficiency" on latest performance appraisal/evaluation
  • Must be currently at the grade level of the detail. *No Temporary Promotion Opportunity*
  • The program does not apply to members of the Military service or contractors.

Qualifications

Qualifications required: This position has been designated as and requires a security clearance at the SECRET level as the individual will be required to access, process, use, and safeguard classified information. The employee is required to obtain and maintain this clearance level and failure to do so may result in separation from federal service. This is a Drug Testing Designated Position (TDP) and is covered by the Department of Homeland Security Headquarters Drug-Free Workplace Program. The incumbent is required to sign a Condition of Employment form (for certain positions identified as critical under the drug testing program) and must pass urinalysis testing, as required prior to appointment, reassignment, or transfer, and employee will be subject to random testing while employed with the Department in a TDP.
