You will serve as a SAFETY & OCCUPATIONAL HEALTH SPECIALIST in the DEPARTMENT OF SAFETY AND STANDARDIZATION of MARINE CORPS AIR STATION YUMA. Initial consideration for this announcement is limited to the number of applications listed at the top of this announcement. Duties

You will serve as a tactical safety specialist for command tactical exercises and maneuvers. You will provide safety advice and assistance on matters pertaining to specialized military activities; explosive safety, combat engineering, construction operations, and live fire ranges. You will provide interpretation and guidance concerning the application of safety regulations, policies and procedures. You will identify and develop accident/injury avoidance procedures to minimize hazards encountered with accomplishing the mission in a safe manner. You will develop action plans for safety support to include initiatives and provide recommendations concerning accident prevention and force protection. You will monitor planned objectives for exercise and evaluate all elements of the operation to include the mission, personnel training, environment, terrain and equipment. You will prepare and distribute safety alerts and messages to inform units of equipment conditions. You will conduct independent inspections throughout all phases of exercises and recommend countermeasures for deficiencies. You will develop After Action Reports (AAR) for each exercise and provide all stakeholders with an AAR briefing and lessons learned. You will investigate employee reports of unsafe working conditions. You will initiate safety education activities, promote safety awareness and provide occupational and traffic safety training.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You will be required to successfully complete a pre-appointment physical examination.
  • You will be required to obtain and maintain an interim and/or final SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.
  • You will be required to obtain and maintain a current Government Driver's license within 90 days of appointment.

Qualifications

GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing safety technical advice for live combat and/or simulated combat training exercises; developing technical safety standards for a variety of operations compliance (e.g., Occupational Safety and Health Act (OSHA), DoD Safety and Health Standards, Force Protection, Explosives and Flammable Storage and Handling, and Ionizing and Non-Ionizing Radiation); AND developing safety training. GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: assisting with overseeing safety for live combat and/or simulated combat training exercises; implementing technical safety standards for a variety of operations compliance (e.g., Occupational Safety and Health Act (OSHA), DoD Safety and Health Standards, Force Protection, Explosives and Flammable Storage and Handling, and Ionizing and Non-Ionizing Radiation); AND providing safety training. Education

Individual Occupational Requirements 0018 Series:
Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-11:
Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

or

LL.M., if related

GS-09:
master's or equivalent graduate degree

or

2 full years of progressively higher level graduate education leading to such a degree

or

LL.B. or J.D., if related
