The incumbent serves as a Program Support Assistant for the Office of the Chief, Quality, Safety and Value (QSV), Hampton VA Medical Center (HVAMC), providing administrative and logistical support in the management of the quality oversight and improvement programs.
Duties
MAJOR DUTIES
Responsible for the overall administration of the QSV Office and is responsible for management of all administrative processes.
Reviews local, VISN and VACO policies, and adapts them for use in quality operations.
Serves as resource to other staff with questions regarding QSV Office operations including peer review, risk management, External Peer Review Process (EPRP), clinical and administrative performance measures, data management, system redesign, and accreditation and infection control.
Organizes and plans the administrative components of facility leadership retreats, as requested by the Medical Center Director.
Provides program administration support including long-range and strategic planning, and assists in identifying and defining both short-term and long-range planning issues.
Organizes the administrative components of Administrative Boards of Investigation, including initiating charge letters for the Director/convening authority, daily correspondence, providing instruction to employees and Veterans regarding completion of testimony, and coordinating fee-basis court reporters.
Maintains and protects highly sensitive information in a professional and confidential manner.
Provides program administration support for all QSV employees at the direction of the Chief, QSV.
Responsible for preparing agendas, taking minutes, and following-up on action items related to respective committee meetings.
Acts as a facility resource on providing technical assistance and guidance to staff on data capture, data aggregation, analysis and interpretation, supporting performance improvement projects, and developing reporting documents.
Works to collaborate across boundaries to build strategic relationships to achieve common organizational goals.
Develops budget estimates and justifications, making sure that funds are used in accordance with the operating budget.
Work Schedule: Monday-Friday, 7:30am - 4:00pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/26/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Skill in applying analytical and evaluative methods and techniques to identify, analyze, and conceptualize problems and develop alternative solutions. Ability to apply knowledge of health care industry and/or VHA policies, procedures, principles and practices related to compliance programs and facility planning.

Physical Requirements: The work is sedentary. Typically, the incumbent sits comfortably to do the work.
However, there may be some walking, standing, bending, or carrying of light items, such as papers, books, or small parts. No special physical demands are required to perform the work.
