This position is in Office of Managing Director (OMD), Office of the Secretary (OS) Federal Communications Commission (FCC) located in Washington, DC.

Duties
Designing, defining requirements, and directing implementation for automated official FCC document management systems.
Identifies and analyzes information research and retrieval needs throughout the Commission and OS.
Devises new approaches to achieve objectives, designs; or acquires and implements required information technology or services for research, workflow Internet in support of Commission-wide projects.
Plans, implements and evaluates document management related developments within the OS including but not limited to electronic filing, on-line search, storage and retrieval, and advises on records management functions and docket reference.
Partners with IT to ensures that all official FCC documents and files are released accurately and in a timely manner to the FCC.gov website and automated systems.
Develops, coordinates, and monitors new systems, system expansion, modifications, enhancements and replacements, including development of requirements that may impact hardware acquisition, software modification and development, and communications protocols.

Qualifications

GS-15
In order to be deemed as qualified candidates must have one year of specialized experience which is equivalent to the GS-14 grade level. Specialized experience is defined as follows:
1. Experience developing policies and procedures related to document management systems.2. Experience establishing and maintaining automated document management systems for public access.3. Experience partnering with Information Technology to evaluate and/or implement document management systems.4. Experience leading or supervising employees providing document management services. 5. Experience responding to internal and public inquiries to researching and provide information.
You will be evaluated for this position on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs):
Expert knowledge of the theories, objectives and techniques of information resources management.
Expert knowledge of trends and developments in information handling technology particularly in public information, reference and records automation and the ability to analyze their applicability to the Office.
Mastery of policy and planning concepts, methods, and practices to develop guidelines, procedures and policies.
Ability to plan work, set priorities, establish schedules and ensure the timely performance and quality of work accomplished by staff or contractors.
